2 Water Level Detectors Adopted by MSC 76 (SOLAS XII/Reg.12) –New:Constructed after 2004.07.01 –Ex:By the 1st AS/IS/SS after 2004.07.01 Performance Standard (MSC Resolution) –Discussed by DE 46. DE 46/32 Annex 17. –Will be adopted by MSC 77 (2003.05 - 06). –Apply to those installed after the adoption. Pumping Arrangement Adopted by MSC 76 (SOLAS XII/Reg.13) –New:Constructed after 2004.07.01 –Ex:By the 1st IS/SS after 2004.07.01 –0.1 % Ship’s max. Displacement (draft MSC Circular): DE 46/32 Annex 18. IMO  BCS

3 Water Level Detectors Performance Standard (MSC Resolution) –Cargo hold: Pre-alarm (0.5 m) & Main-alarm (15% depth, max 2 m). –Fore compartment:Alarm (10% (B/tank), 0.1m). –Accuracy: +/-100 mm. –Override and re-setting (auto & manual, IACS) (Cargo/Ballast hold, Ballast tank) –Cargo area circuitry is intrinsically safe. –Conform to IMO “Code on alarms and indicators 1995”. –Capable of being supplied with 2 independent el.-supplies. –Demonstrated by Type test. Location - aft part of the hold, and –Either as close to the centre line, or –At both port and starboard sides IMO  BCS

4 Permanent Means of Access Adopted by MSC 76 (SOLAS II-1/Reg. 3-6) –New:Constructed after 2005.01.01 –BC:20,000 GT and over Cargo holds, Ballast tanks (TST, BHT, DSS) –Tanker:500 GT and over Cargo oil tanks, Water ballast tanks Technical Provision (MSC.133(76)) Interpretation –Discussion by IACS , Shipowners and Shipbuilders (Joint Working Group; NK chair) –Will be finalised by the end of 2003 IMO  BCS

5 Bow height & Reserve bow buoyancy (LL/39) Will be adopted by MSC 77 (2003.05 - 06) –New:Constructed after 2005.01.01 –Apply for All type of ships Hatch cover - Minimum design loads (LL/16-1) Will be adopted by MSC 77 (2003.05 - 06) –New:Constructed after 2005.01.01 –Apply for All type of ships Hatch cover securing mechanisms MSC Circular (for maintenance and survey) –Apply for BC. IACS Rec.14 & UR S30 are referred. –Discussed by DE 46. DE 46/32 Annex 22. –Will be adopted by MSC 77 (2003.05 - 06). IMO  Load Line, Hatch Cover Load

7 Double Side Skin Construction of BC Will be completed at DE47 –Preliminary draft amendment to SOLAS XII/Reg. 1. DE 46/32 Annex 23. –Will be adopted at MSC 79 (2004.11)? –Entry into force 2006.07 or 2007.01? Double Side Skin Construction (under discussion) –In order to comply with “Permanent means of access”. –Clearance in the way of obstructions such as pipes. –Min. 600 mm. –1000 mm between outer shell and inner shell. Definition of Bulk Carrier (under discussion) –Dry cargo in bulk –Including “Ore carriers” and “Combination carriers” IMO  BCS

DE 46/32 Annex 13. –Will be adopted by MSC 78 (2004.05) Entry into force 2006.01? –New & Existing Ships (By the 1st SE after entry into force) –All kinds of ships Free-fall lifeboats with Float-free arrangements Will be completed at DE47 –Apply for New Bulk Carriers –Will be adopted by MSC 79 (2004.11) Entry into force 2006.07 or 2007.01 ? (March 2002) Application (BC, L>=150m) –New Ships; from 1 July 1997 by SOLAS XII –Existing Ships; after 1 July 2003 Phase in Scheme according to ship’s age (by Age 15 >> by Age 10) IACS  BCS, 8 Measures

10 2.ESP Increased requirements for 10-15 years Enhanced Close-up Survey at SS No.2, and IS thereafter as equivalent to SS UR Z10.2/rev.12 has been adopted. (2002.03) Application –Existing Ships; IS or SS after 1 January 2003 IACS  BCS, 8 Measures

Forecastle, Breakwater and Bulwark Forecastle –New BC (, Ore, Combination carriers); Contracted for construction on or after 2004.01.01 –UR S28 has been adopted (2003.05). –IMO’s decision on Forward Buoyancy (LL/Reg. 39) Breakwater –Existing Ships –UR S29, in abeyance –in line with the Hatch Cover for Ex-ships –[Not required ships built in accordance with S21] –As alternative means for Strengthen Hatch Coaming Withdrawn IACS  BCS, 8 Measures

Fore Deck Fittings Strengthen Small hatches, Air vent, Windlass securing, etc. installed in Fore Deck Application –New Ships (All kinds of ships), L>=80 m; Contracted for construction on or after 2004.01.01 –Ex Ships (excluding high freeboard ships), L>=100 m; Age>=15 on 2004.01.01; by 1st IS or SS after the date Age>=10 on 2004.01.01; by 1st SS after the date Age < 10 on 2004.01.01; by 10 years old UR S26 & S27 have been adopted. Hatch Covers New Ships –BC (, Ore, Combination carriers); Contracted for construction on or after 2004.01.01 –UR S21 rev.3 has been adopted (Taking Flooded scenario of LL amendment into account) Existing Ships –BC; Not in accordance with UR S21 rev.2 –Strengthen: NOT cost effective (by FSA study) –Securing devices and Stoppers Age>=15 on 2004.01.01; by 1st IS or SS after the date Age>=10 on 2004.01.01; by 1st SS after the date Age < 10 on 2004.01.01; by 10 years old –UR S30 has been adopted IACS  BCS, 8 Measures
