The drum candidates should be highly loaded resources which are expensive or can not be easily elevated. THERE IS NO DRUM FOR SINGLE PROJECT IMPLEMENTATION! THERE IS LITTLE DOWNSIDE TO SELECTING THE ‘WRONG’ DRUM. You will stagger the projects nearly correctly, and the ‘real’ drum will assert itself.
