What is SEESIM? SEESIM 12 is a Computer Assisted Simulation Exercise conducted within the framework of the Southeastern Europe Defence Ministerial (SEDM) process SEDM Ministers agreed in October 2000 to create SEESIM and begin with an exercise based on a civil emergency scenario Purpose of SEESIM is to promote cooperation, coordination and interoperability of civilian and military organizations during crisis response operations within and among the SEDM nations

Macedonia* Albania Italy Bosnia and Herzegovina Montenegro Turkey Bulgaria Romania Ukraine United States In Oct 2009, Serbia and Montenegro were invited to participate in SEDM as Full Members. However, they are not Full Members until they have signed the legal accession documents. As Full Members of SEDM, they will be eligible to participate in SEESIM 10 execution with a remote site. Final accession needed before end of Mar 2010 to allow sufficient time for remote site planning. SEESIM History SEESIM 02: Hosted by Greece. Broad Scenario of floods and earthquakes. SEESIM 04: Hosted by Turkey. Broad Scenario of multiple terrorist attacks. SEESIM 06: Co-Hosted by Romania and the former Yugoslav Republic of Macedonia*. Broad Scenario of large-scale flooding and earthquakes plus potential terrorist threats to SEDM nations. Two main Exercise Control Groups (EXCONs) in Bucharest and Skopje. SEESIM 08: Hosted by Bulgaria. Broad scenario of natural and man made disasters. SEESIM 10: Hosted by Albania. Broad scenario of natural and man made disasters, including cyber-terrorism.

SEESIM 12 Broad Scenario “A series of coordinated cyber attacks against the governments of South Eastern Europe followed by biological and/or chemical terrorist attacks on two or three countries with transnational ramifications. A large natural disaster also occurs. These events result in a breakdown of communications and widespread destruction and loss of life. This prompts a comprehensive civilian, military, and political approach by relevant Government and Nongovernment Organizations in the participating nations in performing essential tasks and exercising the responsibilities necessary to respond to national and regional emergencies. These tasks promote: Counterterrorism; Counter proliferation of weapons of mass destruction (WMD), their materials, technologies, know-how, and delivery systems; Transnational and regional cooperation in South Eastern Europe; Border and energy security; Protection of critical infrastructure; Cyber defense capabilities; Emergency response capacities of participating nations; Disaster Relief Operations (DRO); Coordinated, effective responses to transnational threats; Consequence management; Intelligence and Information sharing, collaboration and interoperability; Global communications; and Realistic national training objectives." 12

NATO Experimentation Joint Exercise Management Module (JEMM) NATO Training Federation (NTF) Joint Theater Level Simulation (JTLS) Joint Conflict and Tactical Simulation (JCATS) Exercise Scenario Resource Portal (ESRP) Nations involved in the NATO NTF experiment include Bulgaria, Croatia, and Serbia SEESIM 10 Steering Group is currently reviewing a list of international and non-governmental organizations (IOs, NGOs) to be invited to all remaining planning and Exercise execution events. Closing Ceremony (Fri, Oct 19)
Closing Ceremony scheduled for Friday, Oct 19 at 1500, immediately after the After-Action Review (AAR) Remote sites will participate in the Closing Ceremony via VTC Closing Ceremony will begin with Closing Remarks by OSE and OCE Remote sites will present “wrap-up remarks” (up to 5 minutes each) Closing Ceremony will be followed by distribution of certificates, local gift exchanges and photos Note – all times are local Sofia, Bulgaria time

Exercise Control (EXCON) Purpose
Ensure that training takes place by using injects to drive the Training Audience in the direction we want them to go Provide an environment that increases realism and enhances the training experience Coordinate activities of all control elements to ensure a consistent and coherent picture is presented to the Training Audience Capture lessons learned to improve future planning and training

Exercise Control Critical Elements
Scenario events must be injected in a realistic manner to stimulate Training Audience response Must monitor all Training Audience reports, communications, briefings, etc for desired action If Training Audience action is not the desired action, initiate additional injects as required to maintain the training effect Must keep all control activities transparent to the Training Audience

EXCON Main will be located in Charalitza, Bulgaria
EXCON Main provides the central focus for consolidation of information, coordination of events, and overall direction for the exercise

Exercise Control Principles
The EXCON Forward and International Organizations provide the primary interface with the Training Audience Site Managers and MEL/MIL Trackers will coordinate all injects to the Training Audience with the Scenario Manager All changes or additions to the MEL/MIL must be approved by the Scenario Manager before being sent to the Training Audience

Keys to Effective Control
Know the MEL/MIL Know the basic functions of all EXCON control elements Coordinate activities with appropriate personnel Read the news articles Use the Daily EXCON Meetings and MEL/MIL Synchronization Meetings to coordinate control efforts Bring any problems and issues immediately to the attention of the EXCON Director

THERE WILL BE VTCs TO ENSURE THE SCENARIO AND THE INDIVIDUAL MEL/MIL EVENTS ARE ON TRACK. IN SENDING THE EVENTS TO THE TRAINING AUDIENCE, THE SITE MANAGER IS ACTUALLY ROLE PLAYING AS EITHER A “HIGHER HEADQUARTERS” OR “HICON”---SINCE HE IS—AFTER ALL—ACTUALLY PART OF THE EXERCISE CONTROL GROUP---OR HE MAY BE ACTING AS A LOWER ECHELON OR TACTICAL ELEMENT OR “LOCON”. IN ALL CONTACT WITH THE TRAINING AUDIENCE, THE SITE MANAGER IS NEVER THE “SITE MANAGER”---YOU HAVE TO ROLE-PLAY….SO YOU NEED TO TAKE NOTES TO REMEMBER “WHO YOU ARE” ON ANY GIVEN PHONE CALL. WHEN THE TRAINING AUDIENCE DECIDES ON A COURSE OF ACTION AND GIVES DIRECTION TO THE SITE MANAGER, HE, IN TURN, RELAYS THESE INSTRUCTIONS TO THE JTLS OPERATOR WHO WILL MAKE THESE INSTRUCTIONS HAPPEN IN THE MODEL. IF THE TRAINING AUDIENCE REQUESTS INFORMATION, IT MIGHT VERY WELL BE IN THE JTLS DATA BASE, AND THE SITE MANAGER CAN TASK THE JTLS OPERATOR RETRIEVE THE INFORMATION AND THEY’LL PASS IT BACK TO THE TRAINING AUDIENCE, IF APPROPRIATE. AS YOU ZOOM IN, YOU WILL SEE CHARTS OF GREATER DETAIL. THIS WILL SHOW TOWNS, CITIES, RIVERS, LAKES, AIRPORTS AS WELL AS HIGHEST ELEVATIONS. Situation Report (SITREP)

Message Browser Provides Instant feedback from Simulation to User
Gives notifications when certain tasks are complete AS YOUR JTLS OPERATOR SENDS ORDERS OR QUERIES, HE OR SHE WILL GET INSTANT FEEDBACK FROM THE MODEL VIA THE MESSAGE BROWSER. SOME MESSAGES WILL ACKNOWLEDGE RECEIPT OF AN ORDER, SOME WILL PROVIDE REQUESTED INFORMATION, SOME WILL EVEN TELL YOU THAT YOU MADE A MISTAKE OR THAT A PARTICULAR OPERATION CANNOT BE DONE UNTIL SOME OTHER ACTION IS DONE. THE ITALY SITE MGR NEEDS TO FIND OUT ALL THE DETAILS POSSIBLE ON THE EVENT---WHICH SHIP, WHERE IT SHOULD BE AT STARTEX, WHAT SPEED AND HEADING IT IS DOING, WHERE AND WHEN IT SHOULD BE WHEN THE EVENT IS PASSED TO THE TRAINING AUDIENCE—THE ITALIAN EOC. PLUS BEFORE THE EVENT IS SENT, THE SITE MGR NEEDS TO MAKE SURE THAT THIS EVENT IS STILL DESIRED BY THE SCENARIO MANAGER. THE SITE MGR SHOULD ANTICIPATE THAT THE EOC MAY HAVE QUESTIONS—SUCH AS WHAT RESPONSE RESOURCES IT HAS AT ITS DISPOSAL---THEY OUGHT TO KNOW THAT THEMSELVES, AND HOPEFULLY, THOSE ASSETS ARE IN THE DATABASE. IF THEY ASK THE SITE MGR, HE CAN TELL THEM WHAT YOU HAVE AND WHERE IT IS---BASED ON THE DATABASE. THE JTLS OPERATOR CAN USE THE VARIOUS JTLS TOOLS TO FIND THE ANSWERS TO THESE QUESTIONS, PASS THEM BACK TO THE SITE MGR, WHO, IN TURN, WILL PASS THEM BACK TO THE TRAINING AUDIENCE. THE EOC WILL LIKELY CONDUCT DELIBERATIONS AS TO THE BEST COURSE OF ACTION TO TAKE---THAT’S THEIR ROLE—WE DON’T WORRY ABOUT THAT---BUT THEY WILL PASS THEIR ORDERS BACK TO YOU TO IMPLEMENT. JEMM is an exercise management tool that:
Provides EXCON with the ability to manage training objectives and the MEL/MIL process Tracks injects sent to the Training Audience and maintains incident status Displays inject lists in real-time Only the EXCON Forward MEL/MIL Tracker will use JEMM to send injects to the EOC The Site Manager will use JEMM to monitor status of injects sent to the Training Audience The AAR Analyst will use JEMM to monitor injects and enter observations

Video Teleconferencing (VTC)
Video Teleconferencing (VTC) is available for EXCON use only at EXCON Main and EXCON Forward, except when approved by EXCON Main EOCs will not use VTC to communicate with other EOCs Daily MEL/MIL Synchronization Meetings and EXCON Meetings are conducted via VTC The SEESIM 12 After-Action Review (AAR), Opening and Closing Ceremonies, and DV Day will be broadcast to remote sites using VTC

EXCON Daily Schedule Beginning on Monday, Oct 15 the Exercise will continue throughout the day – no stoppage for breaks or for lunch Functional cells must stagger when personnel leave for breaks and lunch so each cell remains operational during the entire exercise day Time to conduct the exercise is limited and the exercise operates in two different time zones
