8 What is SEESIM? SEESIM 12 is a Computer Assisted Simulation Exercise conducted within the framework of the Southeastern Europe Defence Ministerial (SEDM) process SEDM Ministers agreed in October 2000 to create SEESIM and begin with an exercise based on a civil emergency scenario Purpose of SEESIM is to promote cooperation, coordination and interoperability of civilian and military organizations during crisis response operations within and among the SEDM nations

Macedonia* Albania Italy Bosnia and Herzegovina Montenegro Turkey Bulgaria Romania Ukraine United States In Oct 2009, Serbia and Montenegro were invited to participate in SEDM as Full Members. However, they are not Full Members until they have signed the legal accession documents. As Full Members of SEDM, they will be eligible to participate in SEESIM 10 execution with a remote site. Final accession needed before end of Mar 2010 to allow sufficient time for remote site planning. Croatia Serbia SEDM Observer Nations Greece Slovenia Georgia Moldova * Turkey recognizes the Republic of Macedonia with its constitutional name 9

10 SEESIM History SEESIM 02: Hosted by Greece. Broad Scenario of floods and earthquakes. SEESIM 04: Hosted by Turkey. Broad Scenario of multiple terrorist attacks. SEESIM 06: Co-Hosted by Romania and the former Yugoslav Republic of Macedonia*. Broad Scenario of large-scale flooding and earthquakes plus potential terrorist threats to SEDM nations. Two main Exercise Control Groups (EXCONs) in Bucharest and Skopje. SEESIM 08: Hosted by Bulgaria. Broad scenario of natural and man made disasters. SEESIM 10: Hosted by Albania. Broad scenario of natural and man made disasters, including cyber-terrorism.

12 SEESIM 12 Broad Scenario “A series of coordinated cyber attacks against the governments of South Eastern Europe followed by biological and/or chemical terrorist attacks on two or three countries with transnational ramifications. A large natural disaster also occurs. These events result in a breakdown of communications and widespread destruction and loss of life. This prompts a comprehensive civilian, military, and political approach by relevant Government and Nongovernment Organizations in the participating nations in performing essential tasks and exercising the responsibilities necessary to respond to national and regional emergencies. These tasks promote: Counterterrorism; Counter proliferation of weapons of mass destruction (WMD), their materials, technologies, know-how, and delivery systems; Transnational and regional cooperation in South Eastern Europe; Border and energy security; Protection of critical infrastructure; Cyber defense capabilities; Emergency response capacities of participating nations; Disaster Relief Operations (DRO); Coordinated, effective responses to transnational threats; Consequence management; Intelligence and Information sharing, collaboration and interoperability; Global communications; and Realistic national training objectives." 12

List includes: Euro-Atlantic Disaster Response Coordination Center (EADRCC); European Police (EUROPOL); European Union Monitoring and Information Center (EU MIC); International Federation of Red Cross and Red Crescent Societies (IFRC); and International Police (INTERPOL); United Nations Office for the Coordination of Humanitarian Assistance (UNOCHA); World Health Organization (WHO); Swedish Civil Contingencies Agency (SCCA); and the Folke Bernadotte Academy (FBA). 13

Closing Ceremony scheduled for Friday, Oct 19 at 1500, immediately after the After-Action Review (AAR) Remote sites will participate in the Closing Ceremony via VTC Closing Ceremony will begin with Closing Remarks by OSE and OCE Remote sites will present “wrap-up remarks” (up to 5 minutes each) Closing Ceremony will be followed by distribution of certificates, local gift exchanges and photos Note – all times are local Sofia, Bulgaria time

28 Exercise Control (EXCON) Purpose
Ensure that training takes place by using injects to drive the Training Audience in the direction we want them to go Provide an environment that increases realism and enhances the training experience Coordinate activities of all control elements to ensure a consistent and coherent picture is presented to the Training Audience Capture lessons learned to improve future planning and training

29 Exercise Control Critical Elements
Scenario events must be injected in a realistic manner to stimulate Training Audience response Must monitor all Training Audience reports, communications, briefings, etc for desired action If Training Audience action is not the desired action, initiate additional injects as required to maintain the training effect Must keep all control activities transparent to the Training Audience

EXCON Main provides the central focus for consolidation of information, coordination of events, and overall direction for the exercise

32 EXCON Forward EXCON Forward will be located in each country or organization which has an operational Emergency Operations Center (EOC) EXCON Forward is the critical control link with the Training Audience EXCON Forward feedback to EXCON Main will determine the effectiveness of the overall regional training EXCON Forward generally consists of a Site Manager, AAR Analyst, MEL/MIL Tracker, JTLS Operator, Site Technicians (VTC Operator, Systems, Comms), and other Role Players as required

The EXCON Forward and International Organizations provide the primary interface with the Training Audience Site Managers and MEL/MIL Trackers will coordinate all injects to the Training Audience with the Scenario Manager All changes or additions to the MEL/MIL must be approved by the Scenario Manager before being sent to the Training Audience
