3. In 1995 Hurricane Luis and Marilyn impacted the southernmost area of Dominica destroying 90% of banana crops resulting in the loss of livelihood of 6500 farmers and their dependents. Additionally, 300 homes lost their roofs. APPEAL Short term food relief Roofing Materials

4. OBSTACLE  No focal point identified in national disaster plan to assume lead role in relief distribution

5. OPPORTUNITY Establishment of NGO Relief Committee comprised of representatives of: Red Cross (Chairman) CBO’s Service Clubs Media Church Port Authority Relevant Government Departments

6. CONSEQUENCES  Improved channel of communications between government and Committee  Utilised knowledge of CBO’s in producing beneficiary list  Existing linkages with donor agencies enhanced donor assistance  Enabled impartiality in distribution of relief supplies

7.  Circumvented political interference  Enabled full transparency and accountability  Reduced distribution costs  Ensured timely narrative and financial reporting

8. CONCLUSION On conclusion of the 4 month programme 460 MT of food and 7,600 sheets of galvanise roofing material had been distributed to 38,000 persons. ACTIONS TAKEN NGO Relief Committee integrated into National Disaster Plan
