DOMINICA Population: 72,000 Main Industry: Agriculture (Bananas) Size: 300 sq.miles

In 1995 Hurricane Luis and Marilyn impacted the southernmost area of Dominica destroying 90% of banana crops resulting in the loss of livelihood of 6500 farmers and their dependents. Additionally, 300 homes lost their roofs. APPEAL Short term food relief Roofing Materials

OBSTACLE No focal point identified in national disaster plan to assume lead role in relief distribution

OPPORTUNITY Establishment of NGO Relief Committee comprised of representatives of: Red Cross (Chairman) CBO’s Service Clubs Media Church Port Authority Relevant Government Departments

CONSEQUENCES Improved channel of communications between government and Committee Utilised knowledge of CBO’s in producing beneficiary list Existing linkages with donor agencies enhanced donor assistance Enabled impartiality in distribution of relief supplies

Circumvented political interference Enabled full transparency and accountability Reduced distribution costs Ensured timely narrative and financial reporting

CONCLUSION On conclusion of the 4 month programme 460 MT of food and 7,600 sheets of galvanise roofing material had been distributed to 38,000 persons. ACTIONS TAKEN NGO Relief Committee integrated into National Disaster Plan
