Homeless definition A supervised public or privately operated shelter designed to provide temporary living accommodations (including welfare hotels, congregate shelters, and transitional housing for the mentally ill); A public or private place not designed for, or ordinarily used as, a regular sleeping accommodation for human beings.

THE BREAKDOWN Emergency Shelter –An immediate response to homelessness. Transitional Housing –Housing in which homeless persons live for up to 24 months and receive supportive services that enable them to live more independently.
