GSNS Web Page The web page for the Georgia Special Needs Scholarship Program is Staff is very limited, so private schools need to read what is provided to parents and schools on the web page.

GSNS Web Page Parents are always instructed to go to the web page Parents must first read the Understanding the Program document found under the For Parents box. This document explains their choice options (public & private) under the GSNS Program and how they exercise those options.

GSNS Web Page It is the responsibility of the GaDOE to administer the GSNS Program. It is a parent’s responsibility to be informed about the program and its requirements. Refer parents to the GaDOE if they have questions regarding the GSNS program.

The GSNS Private School list is updated each time the State Board of Education authorizes new private schools. The final GSNS Private School List for the 2014 – 2015 school year was posted on the web page after the July State Board of Education meeting.

2014 – 2015 GSNS Private School List
The private school list contains location information and phone numbers for parents to contact schools regarding possible enrollment. The GaDOE does not recommend individual private schools to parents. It is a parent’s responsibility to contact a private school and ask questions to see if the school will be a good fit for a student.

GSNS Scholarship Calculator
The scholarship calculator is posted on the GSNS web page. The calculator contains a database of only the students eligible (new and returning) to participate in the GSNS Program for the 2014 – 2015 school year. The information contained in the database comes from data public schools already reported to the GaDOE.

GSNS Scholarship Calculator
The calculator generates award sheets for eligible students. It will not work if a student is ineligible for the program. The award sheet generated by the scholarship calculator is the only proof needed of a student's eligibility.

Schools must ask parents for a copy of a student’s award sheet if a parent says a child is eligible. A parent will have an award sheet if a child is eligible for the program.

Since the award sheet is proof of a student’s eligibility in the GSNS Program, parents do not apply to the GaDOE to have their children participate in the GSNS Program. The award sheet notifies a private school that a student is eligible for the GSNS Program when the parent applies for admission to the private school.

For the 2015 Fiscal Year (school year 2014 – 2015), K-12 education funding continues to be reduced through austerity cuts. The QBE Formula allocation was reduced by 9.72%. The award amount includes the austerity reduction and is the maximum amount the Georgia Department of Education can give out for a student’s scholarship.

Scholarship Award Sheets
The scholarship is made up of only state funds. Not all services provided by a public school for a student are paid for with state funds. By law, federal and local funds are not included in the scholarship. No other funding is available through this program.

Scholarship Award Sheets
The amount shown on the award sheet is the total annual amount that will be paid over the course of four quarterly payments as long as a student is attending a participating private school during the school year through the GSNS Program.

Scholarship Award Sheets
It is the parent’s responsibility to always keep a copy of a student’s award sheet. It is also a private school’s responsibility to keep a copy of a student’s award sheet in its records.

Eligibility & Reporting of GSNS Students

GSNS Eligibility There are two groups of GSNS students:
Students entering the GSNS Program for the first time for the 2014 – 2015 school year. Students returning to the GSNS Program who completed the school year in a participating private school.

GSNS Eligibility IMPORTANT: Due to funding, a student that attended an authorized private school(s) for the school year, but did not complete the year at a private school is ineligible to participate in the GSNS Program for the 2014 – 2015 school year. The only way a student can re-qualify for the Georgia Special Needs Scholarship Program is to again meet the program requirements outlined in law.

GSNS Eligibility If a parent is new to your school, he/she must provide a copy of the scholarship award sheet for an eligible student for the 2014 – 2015 school year. This applies for all students whether they participated in the GSNS Program and completed the prior school year at a different private school or are transferring to your school from a public school.

GSNS Eligibility Without notification of a student’s eligibility by a parent, a private school will not know to report a student as enrolled under the GSNS Program to the GaDOE. If a student is not reported by a private school to the GaDOE then no scholarship payments are issued.

Reporting GSNS Students
From July 8 through September 16, 2014, private schools report GSNS eligible students enrolled at their schools using the portal. This lets the GaDOE know which students are participating in the private school choice option and where they are attending school.

GSNS Eligibility Notification
While GSNS eligibility notification is the responsibility of a parent, a private school should consider having a policy that asks a parent directly if a student is eligible for the GSNS Program.

Schools may also want to keep documentation that a parent was asked about a student’s GSNS eligibility when the student was admitted to the private school.

Failure by a private school to report a student to the GaDOE will affect the scholarship payments for the student and could affect his/her eligibility for the GSNS Program.

Deadlines for Student Enrollment
For the 2014 – 2015 school year parents will again have three opportunities during a school year to transfer an eligible student from a public school to an authorized private school.

The enrollment dates for the 2014 – 2015 school year are: September 15, 2014 December 15, 2014 March 4, 2015 There will be no exceptions to these three deadlines.

The multiple enrollment dates only apply for students that completed the school year in a Georgia public school. It DOES NOT apply to students that used the private school choice option during the school year.

For only the December or March dates, a parent of an eligible student must file an Intent to File for Scholarship form with the GaDOE. This application form will be available for parents on the GSNS web page beginning in October 2014.

If a student then continues in the GSNS Program for the 2015 – 2016 and completes the school year in an authorized private school, then the full scholarship amount for a student would be paid.

GSNS Program Authorized Private Schools Admissions Procedures

Admissions Procedures for GSNS Students
A private school participating in the GSNS Program is not obligated to accept students that are eligible for the GSNS Program. Parents and students must comply with all the admissions policies in place at a private school.

Admissions Procedures for GSNS Students
A parent must read and understand any contracts/agreements entered into with a private school. A private school must provide a parent with written copies of any contracts/agreements entered into with the school (e.g. tuition reimbursement, fee schedules).

A private school must provide information in writing for the parents of GSNS students specifically addressing how tuition payments, reimbursements, etc. are handled by the private school for families whose children participate in the GSNS Program.

Admissions Procedures for GSNS Students
Upon acceptance of a scholarship, a parent assumes full financial responsibility for the education of the scholarship student, including transportation to and from the participating private school.

Admissions Procedures for GSNS Students
Once accepted into a private school a parent/guardian must withdraw a student from the public school prior to the beginning of the new school year following the procedures of the public school. A student cannot be dually enrolled at a public and private school and receive a scholarship through the GSNS Program.

Individuals with Disabilities Education Act IDEA

IDEA Acceptance of scholarship shall have the same effect as a parental refusal to consent to services pursuant to the Individuals with Disabilities Education Act, 20 U.S.C.A. Section 1400, et seq. O.C.G.A. § (3)(f) This means that when parents accept funds received through the GSNS Program for their children they are refusing parental consent to services under IDEA.

IDEA What this basically means is:
A participating private school is not required to follow a student’s IEP. While a student is attending a private school using a scholarship under the GSNS Program, a school district is not required to provide special needs services to a student.

IDEA A school district in which a private school is located must consider a student participating in the GSNS Program for receipt of proportionate share if the student enrolls in a private school within the school district. The school district makes the decision on which students will receive services, what services will be provided, and will develop a services plan for students that will receive services. The parent/guardian of the GSNS student has no individual right, but has the right to have his/her child in the group of students for whom services are considered.

IDEA A student’s IEP can expire while he/she is participating in the GSNS Program and attending an authorized private school. Expiration of an IEP does not affect a student’s eligibility for the GSNS Program while he/she continues to attend an authorized private school.

IDEA While a participating private school is not required to follow a student’s IEP, the GaDOE encourages parents to ask a private school directly regarding the specific special education or other services it provides for students. The GaDOE also recommends that parents speak with the private school directly about a child’s learning disability(s) and ask the private school about what it can implement to accommodate those needs.

IDEA The GaDOE encourages private schools to put services in writing as a plan for a student’s education. A written plan can avoid confusion between a parent and a private school.

Tuition and Fees

Tuition and Fees Scholarship funds received through the GSNS Program are only intended to offset, not completely pay for the tuition and fees at a private school.

Tuition and Fees Private schools must provide tuition and fee information to parents in writing. A private school must provide a parent with written copies of any contracts/agreements entered into with the school.

Tuition and Fees The GaDOE recommends to parents that they read and understand any contracts/agreements entered into with a private school before they agree to have a student attend a private school.

Tuition and Fees Under the GSNS Program, if tuition and fees charged by a private school are higher than the scholarship award, a parent is responsible for paying the additional tuition.

Tuition and Fees Example: Tuition & Fees= $12,000
Less Student Scholarship = ($5,000) Parent Financial Responsibility= $7,000 School provides in writing payment plan to parent.

Tuition and Fees Under the GSNS Program, if tuition and fees charged by a private school are less than the scholarship award, the GaDOE will pay the lesser amount.

Fees Not Covered GSNS funds cannot be used to pay for the following:
Before or after school care Meals Tutoring Transportation Fees associated with field trips Athletic fees School supplies Summer school programs or camps Other fees as determined by the GaDOE

Tuition and Fees A private school participating in the GSNS Program is not required to alter any of its tuition or fee policies. Any fees charged by a private school not covered by the GSNS Program, can be charged by the private school and are the financial responsibility of a parent. Private schools are required to provide this information in writing to parents.

Tuition and Fees A private school cannot charge higher tuition or charge unique fees it only applies to GSNS students. Random audits are done throughout the school year to make sure schools are not doing the above. A school found in violation could lose its eligibility to participate in the GSNS Program.

Tuition and Fees A participating private school can have a tuition plan for its special needs students that is above the tuition plan for its non-special needs students. However, the additional tuition would have to be charged to all families with special needs students attending the private school, not just the GSNS students at the school.

Uniforms The GSNS Program will pay for uniforms only if a student’s scholarship is sufficient to cover these costs. Parents must submit receipts to a school for uniform costs by September 10, 2014, so schools will have sufficient time to include this fee in its GSNS student data submission to the GaDOE.

Uniforms The only clothing items covered are: Uniforms Pants (not jeans) Uniform Shirts (e.g. polo shirts with a school’s logo) Uniform Skirts Sweaters with a school’s logo Blazers with a school’s logo If a clothing item is not listed above, it is not a covered cost under the GSNS Program.

Tuition and Fees Private schools must also refer to the Private School Responsibilities document available on the GSNS web page for all allowable uses of funds paid through the GSNS Program.

As explained earlier, it is a parent’s responsibility to notify a private school that a student is eligible for the Georgia Special Needs Scholarship Program by providing a copy of the scholarship award sheet to the private school.

2014 – 2015 Submission Dates Four times during the school year private schools submit the roster of eligible GSNS students enrolled at their schools.

First Payment Cycle The portal will open on July 8 for the 2014 – 2015 school year. When the portal opens schools will be able to add new students to their rosters.

First Payment Cycle For schools that participated for the school year, information for students that did not withdraw from a school will roll forward to the new school year including their updated scholarship award amounts.

First Payment Cycle Important: All schools must enter their GSNS students’ (new and returning) enrollment dates to reflect the first day of school e.g. 08/11/2014. If the enrollment date is not updated it will affect the system’s ability to issue a payment for a student.

First Payment Cycle For this first submission schools must use the submit button in the portal to send roster information to the GaDOE. Roster information will not transfer to the GaDOE if schools do not use the submit button. Instructions on how to enter and submit roster information will be covered in the final part of this presentation.

First Payment Cycle The portal will close at noon on September 16, 2014. After this date and time schools will not be able to add or edit or submit student information for the first payment cycle. Do not wait until close to the first deadline date to begin entering student information.

GSNS Portal The portal is open for private schools to enter new student information and to edit information of returning students for the school year.

GSNS Portal Private schools whose participation is new for the 2014 – 2015 school year will be set up as a school in the portal. New schools will receive a form in which they will establish staff users in the portal. No more than three users can be submitted by a school.

GSNS Portal The staff submitted by a private school will each be issued a username and temporary password. When a user logs in for the first time, he/she will establish a new password.

GSNS Portal Log-in information comes through an from GaDOE Portal Support to the address(s) provided by a private school. If a school does not receive this , check your spam folder. If it is not there, contact me immediately via , so I can follow up.

GSNS Portal Private schools are responsible for knowing their passwords. Use the “I forgot my passphrase” link on the GSNS Portal log-in page if a school needs to reset its password.

GSNS Portal The GaDOE strongly recommends that two people at the private school be responsible for providing roster information of enrolled GSNS students to the GaDOE. This allows for completion of work even if a staff person is unavailable.

GSNS Portal When there are staff changes at the school, contact the GSNS office via , so the new user can be given access to the portal and the access of the prior user can be discontinued.

GSNS Portal For security and privacy reasons, all schools should restrict who has access to a school’s log-in information.

GSNS Portal At the end of the 2013 – 2014 school year schools were required to withdraw students that were not returning to their schools for the upcoming school year. Any student that has not re-enrolled at a school must be removed from its roster for the school year.

GSNS Portal The GaDOE compares roster information submitted by private schools to student data submitted by public schools for verification purposes. Students reported as full-time students by public schools found on private school rosters will not receive scholarship payments.

GSNS Portal Private schools found to be falsely reporting students will have their authorization to participate in the GSNS Program revoked.

What is a GTID? A Georgia Testing Identifier.
To streamline verification of student eligibility for the GSNS Program, private schools must submit a GTID for each GSNS student submitted on their enrollment rosters through the portal. The portal will not allow a private school to add a student without a valid GTID.

The GTID is printed directly on a student’s scholarship award sheet.

Tips on Portal Use Web Browsers- Only Use Internet Explorer
Users will experience difficulty using other browser e.g. Safari (Mac users), Google Chrome, Firefox. If using IE version 11 select “compatibility view” found under the tools menu in the browser.

Tips on Portal Use Timing Out- There is a 30 minute activity time out. Just ensure you click around on the various menus to remain active. If you are within an application, save work often, so you don't loose data. Users will receive a warning if the portal is going to log him/her out due to inactivity.

Tips on Portal Use Submitting Data- Once a school submits its information, no further changes can be made. The editing icons will disappear from the school’s student enrollment page.

Look for the yellow pencil icon to edit student information. Click on the yellow pencil icon to edit student information.

Schools must withdraw students not returning to a school
Schools must withdraw students not returning to a school. To withdraw a student, enter the withdrawal date and the withdrawal reason. Then click update to save. 2015 Smith 01/01/01 Smith 10/01/2014 Update

When a school has completed adding and updating student information then it can submit. A school should only submit when all adding and updating of its student information is complete. The submission requirement only applies to the 1st payment cycle.

After clicking submit, user will see the following message below: click “Certify” to submit, click “Cancel” if school is not ready to submit. Once “Certify” is selected the school’s data submission will be complete.

Data Entry- Points to Remember
Only the legal guardian of a student can be entered for a student. The parent/guardian entered will be the person to whom the GSNS check is issued. That parent/guardian must endorse the check over to the school, so make sure the parent/guardian can come to the school fairly easily.

In divorce situations, it is the school’s responsibility to verify to whom payments must be issued. Schools must complete and the change of parent information form posted on the web page when changing parent names from one payment cycle to another.
