The term "high need local educational agency" means a local educational agency that serves an elementary or secondary school located in an area in which there is: a high percentage of individuals from families with incomes below the poverty line; a high percentage of secondary school teachers not teaching in the content area in which the teachers were trained to teach; or a high teacher turnover rate. Consider “high” relative to state or national averages

Follow guidelines in solicitation associated with your award (NSF 11-517): The institution is responsible for collecting the repayment amounts, including interest, in accordance with P.L. 110-69, SEC. 7030, which specifies that the repayment of scholarships or stipends as loans by individuals who withdraw from the program or fail to complete the service requirement shall be payable to the Federal Government, consistent with the provisions of part B or D of title IV of the Higher Education Act of 1965.  All forfeited stipend funds, less grantee administrative costs associated with collection of the repayment not to exceed 5% of the forfeited amount, will be returned to the United States Treasury.  Funds collected as repayments may not be used by the awardee.
