3. The Principal of each school, as the chief administrative officer is responsible for the administrative oversight for all athletic programs and participants in his/her school  CIF and CCS establish minimum eligibility standards.  Schools can be more restrictive  Principals and other school personnel are responsible to insure that ALL of their student athletes meet ALL the eligibility standards before they go on the field, court, gym or mat or in the pool!  Once CIF or CCS or the League or school has determined that each athlete is ELIGIBLE to participate, the Principal remains in authority in determining, for cause, whether or not a student will represent that school in the public arena of high school competition.

4.  Compete = any time another team from another school is present SCRIMMAGES LEAGUE GAMES TOURNAMENT CONTESTS ETC. PRACTICE GAMES PLAYOFF GAMES, PRE-SEASON GAMES

6.  CIF BYLAW 201 1. ENROLLMENT STANDARDS FOR PARTICIPATION : At the time of participation, students MUST be enrolled in 20 units of work (full-time) at the school for which they are competing.  CCS MEMBER SCHOOLS are schools, not club teams.  Participation is a privilege, not a right  CIF is authorized in California by the State Legislature to establish rules and regulations, as well as criteria that MUST BE MET by ALL students before they can participate in interscholastic athletics.

7. PLAYING!  If students are enrolled in less than 20 credits at your school but are also enrolled in another 10 credits at the local JC or another school. (exception in some cases—Middle College)  If students are enrolled in 1 class on your campus, but all other classes are taken at the charter school ( or any other school )  It is true that districts and schools must provide for the EDUCATION of students enrolled in charter or other types of schools (i.e. access to the laboratories, libraries, computer labs, etc.) HOWEVER, Education is a right and Athletics is a privilege.  Schools enroll students….. and then those schools choose to provide a variety of co-curricular activities of the school’s choosing ( not the parents ) in which THEIR OWN full-time students can choose to participate. Your school athletic programs are for YOUR students.

8.  Enrollment Standards establishing a SEMESTER OF ATTENDANCE (re: 8 semester rule)  Enrollment Standards establishing a STUDENT AS A TRANSFER  Enrollment Standards for purpose of BYLAW 510 Pre-enrollment Contact)  Enrollment Standards of students in schools with MULTI- SCHOOL/CAMPUS AGREEMENTS.

9. Students who move with their entire family from one school’s attendance area to another may enroll at the new school OR ANY PUBLIC SCHOOL THE DISTRICT ALLOWS THEM TO ENROLL IN or a private school no later than the beginning of the school year following that move CAN’T LEAVE ANYONE BEHIND …. Valid Change of Residence

10.  Except for disciplinary transfers 207:  All students, are limited at the new school to sub-varsity participation for 12 months in any sport in which they participated in the 12 months before this transfer at any level at any school ……. ( or club for foreign students ) 12 MONTHS BACK, 12 MONTHS FORWARD TRANSFER STUDENTS Students who do NOT make a valid change of residence but change schools CIF Bylaw 207 8/17/20118/17/2012 8/17/2013 DATE OF TRANSFER

12.  ANY STUDENT WHO WAS NOT ENROLLED IN YOUR SCHOOL  FOR THE ENTIRE  PREVIOUS SCHOOL YEAR  MUST COMPLETE A RESIDENTIAL ELIGIBILITY APPLICATION FORM,  SUBMIT IT TO THE CCS & BE CLEARED IN SOME WAY  BEFORE THEY CAN PLAY ANY SPORTS AT ANY LEVEL AT YOUR SCHOOL!!!!!!!!! CIF Bylaws 206, 207, 208, 210

13. AT TIME OF TRANSFER :  Student is scholastically eligible  Student is not a discipline transfer  Student was not unduly influenced  Student is not following a HS or Club Coach  Student cannot play same sport 2 high schools  First Time Transfers :  Did NOT play sports in the last twelve months at ANY level at any school (or club for foreign students)  LIMITED ELIGIBILITY for students who only wish to play JV or who want to play varsity but DID NOT play that same sport at any level in the last 12 months.  SIT OUT PERIOD for students who wish to play VARSITY, sit out and play at the VARSITY level for the last 6 weeks of the regular season.  HARDSHIP: new and narrowly defined, requiring documentation. 206 Valid Change of Residence does NOT count as a Transfer!

14.  2 nd,3 rd 4 th Time Transfers  Did NOT play sports in the last twelve months at ANY level at any school (or club for foreign students)  LIMITED ELIGIBILITY for students who only wish to play JV or who want to play varsity but DID NOT play that same sport at any level in the last 12 months.  SIT OUT PERIOD for students who wish to play VARSITY, sit out and play at the VARSITY level for the last 6 weeks of the regular season.  HARDSHIP: new and narrowly defined, requiring documentation. AT TIME OF TRANSFER :  Student is scholastically eligible  Student is not a discipline transfer  Student was not unduly influence  Student is not following a HS or Club Coach  Student cannot play same sport 2 high schools 206 Valid Change of Residence does NOT count as a Transfer!

15.  Must have passed 20 units the grading period immediately prior to participation.  Must have a 2.0 GPA in the grading period immediately prior to participation.  Must be enrolled in 20 units at time of participation at YOUR school.  Must be making progress towards graduation.

16. a.Schools or Districts or Leagues or Sections MUST establish an eligibility date following the immediately previous grading period in compliance with their respective CIF Section Policy. * This is the date on which all student become eligible or ineligible based on their officially posted grades in the immediately previous grading period. b.Changing Grades c.Grade changes must be before established eligibility date d.Incomplete grades e.Physical Education Credit f.Summer School Credit g.Scholastic Eligibility for Students in non-traditional program. *CCS POLICY: Schools, District or Leagues develop policies for establishment of eligibility dates!

17.  Provide a day OFF for kids and coaches.  No practice no games, no meetings, no film review, no conditioning with coaches, no coaches and kids together!!!!  Alternate day of Respite can be requested…. CIF BYLAW 310 & CCS Bylaws Article V, Section 3. F.

18.  Cannot compete for an “outside team” during the high school season of sport AFTER a student has played on their high school team without sitting out high school games after the outside competition.  CCS Bylaws Article VI, Section 11 requires that students who do not compete on their high school team AND continued to compete for their club team AFTER the first league contest at their school CANNOT join the high school team that season.

19. Practice Different sport ODP programs approved by CIF Individual sports-unattached Team sports-if outside team has LESS THAN ½ of the # of players on a HS team in that sport (i.e. doubles volleyball) Competition Same sport Individual Sports--Attached Team Sports if ½ or more players than the HS team Club championships etc not approved by CIF Professional tryouts! CIF BYLAWS 600, 601, 602, 603, 604, 605

20. DO NOT BOTHER MICHAEL UNTIL you get a notice that something on your eligibility Status has changed….. BECAUSE….. Michael is getting cranky BECAUSE …so many of you Call to see where Your transfer is in the……

21. PILE ON HIS DESK!!!!! EVERY CALL KEEPS HIM FROM PROCESSING 2-3 MORE APPLICATIONS … YOU WILL BE NOTIFIED AS SOON AS EACH TRANSFER IS PROCESSED AND REVIEWED!

22. MICHAEL AND THE STAFF ARE HAPPY TO ANSWER QUESTIONS ABOUT TRANSFER SITUATIONS… ….JUST NOT QUESTIONS ABOUT WHEN IT WILL BE DONE, WHERE IT IS IN THE PILE, ETC. ETC. ETC.

23. WHY? Because they may be trying to go “around” you and get a different answer than you already gave them… Because they tell us half a story and want a ruling & then tell you that CCS said it was ok! Because YOU are responsible for the eligibility of YOUR students and making sure they are cleared, not the CCS and not the parents. Because there are more than 25000 student athletes in the CCS and only 4 of us! Because ADs and Administrators need to know the answer to the question the next time a different parent asks them the same question Because We Like You, so you call us and ask the question, EXCEPT for where is my transfer in the stack or when do you think he will be cleared or what shall I tell the parents???????????? Awwww. Parents are lovely people…. well most of the time, but they should NOT CONTACT THE CCS.
