9. 9 A National Model - MBNQA Program Presented annually by the President of the United States. The Award is named for Malcolm Baldrige - Secretary of Commerce from 1981 - 1987. Created by President Reagan Became Public Law 100-107. Most state/local programs use MBNQA criteria.
