Background: 2006 MAC IRWMP Established the Mokelumne/Amador/Calaveras (MAC) Region Brought regional stakeholders together Developed regional goals, objectives and priorities Identified water resource projects Prioritized projects based on quantitative analysis Developed implementation program for plan

Background: Purpose of MAC Plan Update Update 2006 MAC Plan to be consistent with new DWR standards and guidelines Enable the MAC region to successfully compete for future funding through Prop 84/1E Re-assess 2006 MAC Plan goals & objectives and projects based on today’s needs

Background: New State IRWM Program Requirements Revised IRWM Planning Act (Sep 2008) Requires regional water management group to prepare/adopt regional plans Lead state agency (DWR) is developing new standards and plan guidelines MAC region must be approved by DWR (April/May 2008) New standards/guidelines anticipated Spring 2009

Background: Upper Mokelumne River Watershed Authority JPA formed in 2000 Addresses mutual concerns regarding: o Water quality o Water supply o Environment Authority Members Alpine County Alpine County Water Agency Amador County Amador Water Agency Calaveras County Calaveras County Water District Calaveras Public Utility District East Bay Municipal Utility District Jackson Valley Irrigation District

Multiple-Level Organizational Structure Creates fair and open plan update process Ensures that special funding by member agencies is efficiently spent Provides a systematic decision-making process with Governing Board to have final say Creates an updated plan that will score highly in competitive grant processes

RPC Member Role & Responsibilities Good-faith effort to attend all RPC meetings Timely review and response to work products Constructively engage thru consensus-based process to achieve program goals Adopt or provide written support for final updated plan

Steering Committee Role and Responsibilities Provide guidance to consultant team Respond to /resolve issues that may arise at RPC meetings Forward unresolved RPC matters to UMRWA Board for resolution Advise UMRWA Board on all matters relating to plan update Recommend updated plan for adoption

Role of UMRWA Board As Governing Board of lead agency, provides policy guidance and fiscal accountability for updating the MAC Plan If and when needed, considers unresolved issues brought before them by Steering Committee or RPC Adopts updated MAC Plan
