CCA / UNDAF Wopkshop Baghdad, 22-23 June 2009

Workshop Objectives Endorse the review of the UN contributions and achievements (since January 2008) towards Iraq NDP priorities and emerging recommendations. Clarity on leading the UN common country programming process (CCA/UNDAF) in Iraq. Identification of priority themes for the UN CCA in Iraq. Discussion on the UN Iraq’s Mission Statement for the period 2011-2014

Day 1 Focused primarily on the findings of the MTR of the current UN Iraq Assistance Strategy (2008-10) Three main presentations were made during the morning sessions: UN Reform and Common Country Programming Process: This was an introduction to UNDAF as development tool for increased coherence, efficiency and relevance of UN assistance to Iraq. Iraq Five Year Development Plan 2010 - 2014 Overview of MTR of UN Assistance Strategy 2008-2010: This was a consolidated review by GOI of the UN contributions towards national priorities.

Day 1 Continued In the afternoon sessions, the Market Place Approach was presented: This exercise allowed participants to acquaint themselves with the 8 UN sectoral presentations

Day 1: Main conclusions There was consensus that the timing of the MTR, CCA and UNDAF was significant in terms of harmonization with GOI processes to develop the NDP and the PRS. The achievements of the UN in the period of the MTR were acknowledged and appreciated by all. However, the need to improve coordination (within the UN, within the Government and within all actors), monitoring and evaluation was recognized. Government priorities, as expressed by Dr. Sami, include: i) Economic Reform, ii) Capacity Development, iii) Creation of enabilng environment as necessary for development.

Day 1 Main Conclusions..Continued NDP will be based on 3 principles: i) Partnership (it was a strong a strong theme throughout both days). ii) Private sector and external investment promotion, iii) Local participation (Governorates, KRG, civil society) The agricultural sector, water resources, environment and tourism were considered as key sectors supporting the development plan for economic diversification. There was consensus that a holistic and integrated plan is required to take into consideration all priority needs, stakeholders and duty bearers. HR, gender and protection need to be mainstreamed throughout any strategy/plan in Iraq.

Day 2 : Linking Human Rights to Development: linkages with human development, peace and security. Conflict and risk sensitivity in development analysis and programming. Overview of Iraq needs pre-CCA situation analysis and discussion.

Day 2: continued Prioritization of thematic area for CCA: Groups work exercise: 10 groups were asked to answer the following question: What do they think the 5 priority areas the CCA should concentrate on in its in-depth analysis ?

Day 2: Highlights and conclusions In-depth discussion on what was the perceived focus for future UN programmes in Iraq. A list of 30 priority areas were identified by the groups. These could be tentatively summarised in the following areas:

Day 2: conclusions continued Economic policy and private sector. Human Development. Agriculture and Rural Development. Housing and water Resources. Governance, Human Rights and Gender/women empowerment.

Day 2: Cont’d Discussions took place in Baghdad were the first steps towards indepth situationa analysis through the CCA/ UNDAF process and to ensure GoI-UN partnership from the very beginning Representation from civil society, academia and the private sector along with members of parliament and ministerial representatives was highly appreciated and reflect GoI’s commitment towards the process On behalf of the UN agencies. Dr. Naeema expressed appreciation for the MoPDC support the result of the MTR and the CCA/UNDAF process.

Day 2: conclusions continued The GOI and the UN have joint responsibility to address challenges faced by Iraq, including: i) Building trust between institutions. ii) Ensuring focus on human rights, empowerment and equality, addressing the obligations of duty bearers, not just rights holders. iii) The protection of civilians, in particular IDS and refugees, and marginalised populations. iv) Risk identification and mitigation must be part of the development of programmes and strategies.
