2 2 Commissioning plan A communication tool which helps ERCOT understand some high level plant commissioning information :  Maximum generation and load capacities at plant  Schedule in tabular format detailing estimated dates for :  Energization of POI station (if new)  Initiation of parts 1, 2, and 3 for each generator at station  Post-synchronization, estimated day by day online generation capability until fully online  Availability of reactive devices  Availability of AVR, PFR, PSS, etc.  Availability of plant control system (i.e. Wind Control System)  Testing of leading/lagging reactive capability, PFR, etc. required for part 3 approval  Response times for plant shutdown or isolation from grid (in controlled as well as emergency situations)  Other information MP believes might be useful This is not a public document

3 3 Part 1 - Energization  Procedure to backfeed from grid and soak the transformer  All telemetry associated with transmission level equipment at xfmr and above must be mapped and coming in with “Good” quality status and reasonable values  ERCOT business process assumes Part 1 checklist is submitted at least business 7 days before intended date of energization  More time allows ERCOT to help all parties involved in a timely manner

4 4 Part 1 - Energization  Outages affecting backfeed should be coordinated among QSE, TO, and ERCOT  ERCOT will provide feedback after checklist is submitted  ERCOT will approve backfeed 1 business day before its planned date if all requirements met  RE/QSE will receive approval from their ERCOT account manager

5 5 Part 2 - Synchronization  Procedure to synchronize to grid and begin bringing the unit(s) online  All generation telemetry must be mapped and coming in with “Good” quality status and reasonable values and all transmission level telemetry must still be in good condition  ERCOT business process assumes Part 2 checklist is submitted at least 7 business days before intended date of power injection into grid  ERCOT will perform studies to determine if the grid can support the new generation

6 6 Part 2 - Synchronization  Outages affecting synchronization should be coordinated among QSE, TO, and ERCOT  ERCOT will provide feedback after checklist is submitted  ERCOT will approve synchronization 1 business day before its planned date if all requirements met  RE/QSE will receive approval from their ERCOT account manager

7 7 Part 3 – Prepare for Commercial Operation  Procedure to verify all resource testing completed  Leading/lagging reactive capability, PFR, etc.  Tests are coordinated with ERCOT Operations Analysis group  ERCOT business process assumes Part 3 checklist is submitted at least 7 business days before intended date of receiving approval  RE/QSE must have received ERCOT notice that all tests have been successfully passed before submitting checklist  RE/QSE will receive approval from their ERCOT account manager
