Of the U.S. population that live in cities, suburbs & towns that states report have potential to use U&CF Program resources  42% lived in communities that were fully managing their urban and community trees and forests, (NA = 49%) and  34% lived in communities that were developing programs to manage their urban and community trees and forests (NA = 27.5%).
