INTRODUCTION The Ministry of Works and Infrastructure (MOWI), Trinidad and Tobago, is a large sector Ministry made up of a number of Statutory State Enterprises and Administrative/Technical Divisions and Units.

Current National Development Plan 1984 National Physical Development Plan Focused on decentralizing development away from the capitol of Port of Spain and the east-west corridor. Present focus is on the development of Regional Development Plans for the period 2010 to 2020

ROAD POLICY

ROAD POLICY Main focus is to continue road construction and rehabilitation projects including additional lanes and shoulders, walkovers, bridges and landslip repairs. Preparation is being made for a transition to a Roads Authority

ROAD POLICY continued In the last fiscal year, October 2010 to September 2011, 95% of development works funded through the government of Trinidad and Tobago. External funding from: ANZ Bank, BNP Paribas, European Union, Inter American Development Bank, Export/Import Bank of China.

ROAD POLICY In February 2011, US $869 thousand in grant financing from the Multilateral Investment Fund of the Inter American Development Bank to support the application of PPP models for the delivery of suitable infrastructure projects in Trinidad and Tobago was signed off by the Minister of Finance. Two (2) or (3) pilot PPP projects will be identified.

Main Roads and Highways account for 2,135 kilometers Preliminary designs done for four (4) new trunk roads. New highway started from San Fernando to Point Fortin (49.5km) No toll roads Princess Town to Moruga ;Sangre Grande to Toco;Penal to Guayaguayare;Manzanilla to Mayaro 47km of 4 lane highway and 2.5km of 2 lane highway speed of 110km/h (70mph)

PROJECT DESCRIPTION Churchill Roosevelt/Uriah Butler Highway Interchange. Overall cost – TT $ 550 M Schedule – Package A 6mths Package B 18 mths Package C 12 mths. Completed to date : Package A and B. Package C construction on going, on schedule. Engineer – Cansult. Main Contractor – Vinci Grand Projects (Europe).

PROJECT DESCRIPTION Churchill Roosevelt/Uriah Butler Highway Interchange. Package A Package A was completed adding an additional three (3) lane bypass, around the right turn lanes and was undertaken together with the construction of a bridge over the San Juan River. Package B On May 1st 2009, Package B, an 18-metre high & 600-metre long bridge over the CRH/UBH Intersection that runs from the vicinity of the San Juan River Bridge to Grand Bazaar was opened. The height of the bridge facilitates the separation of the East-West and North-Bound sections of the Interchange.

PROJECT DESCRIPTION Package B also included the construction of a West to South ramp, a New Diamond interchange and service roads at the Bamboo intersection. All of which are contributing factors in alleviating the traffic congestion East- West and North South routes.

PROJECT DESCRIPTION Package C Package C consists of the construction of a North to South Bridge that is located in the vicinity, south of the Churchill Roosevelt Highway / Uriah Butler Highway (CRH/UBH) Intersection. The design removes the major UBH north/south link across CRH and continues to provide service by means of an overpass. The design maintains access to Grand Bazaar Mall by an exit ramp onto a service road off of Westbound CRH and a connection to the UBH overpass accessible for traffic approaching from all directions. PROJECT DESCRIPTION The socio-economic development of the South West Region has been identified by the Government of Trinidad and Tobago as one of the major growth poles. The project is a key component of this development as it will support industrial and agricultural development as well as increase employment and income levels all to the benefit of the regional population and the national economy. The project will also improve the road network in the South West Region, providing connectivity to the main population centres such as Debe, Penal, Siparia, Fyzabad and Point Fortin.

PROJECT DESCRIPTION The project involves the construction of a 4-lane divided highway to international freeway standards and comprises several segments of length totaling 47 km of 4-lane highway and 2.5 km of 2-lane highway (excluding ramps but including connector roads). The highway has been designed to freeway standards with a design speed of 110 km/hr (70 mph) other features include: Golconda Interchange Debe Interchange Penal Interchange

North Coast Growth Pole Project
North coast region is bounded by the Maracas region. The Maracas Bay is well known as a recreational site, where tourists and locals alike congregate to enjoy the surf, sand and sea and traditional culinary delights.

PROJECT DESCRIPTION Develop tourism industry in Maracas beach area - North Coast and Tobago. Construction of a Highway/Tunnel to the North Coast. Anticipated between km (will be based on outcome of feasibility study. Request for Proposals (RFP) to be issued in October 2011.

16 Vehicle Detection Systems; 10 CCTV cameras; 2 variable message signs and controls 10 intersections.

NATIONAL TRAFFIC MANAGEMENT CENTRE
Implemented May 2011 Project Cost: TT$42 Million Monitors Wrightson Road and Churchill Roosevelt Highway to its intersection with the Uriah Butler Highway. Uses three main Software- CENTRACS, OMNICAST VIEWER and CTMS. The National Traffic Management Centre was commissioned on May 11th 2011 and has been operational since. This Centre monitors the flow of Traffic from the Churchill Roosevelt Highway/Uriah Butler Highway intersection to Ana Street, Wrightson Road.

The Centre utilizes three main software: ‘CTMS’ software that utilizes sensors to detect queues, connect to the Variable Message Signs and generate reports on traffic data collected. The National Traffic Management Centre uses two(2) Variable message signs in order to provide motorists with relevant traffic management and safety data. Past uses include accident information and road works information. The signs, located in Aranguez and Port of Spain, aid in providing information to a large volume of the travelling public.

System to be expanded to include: Automatic Speed Enforcement System Red Light Enforcement System Control of the North South and East West corridors. Automatic Speed Enforcement System consists of a speed measuring component, an image capture component and a data processing and storage unit. Used to detect speeding violations and record identifying information about the vehicle and/or driver. Red Light Enforcement System consists of a detection component, an image capture component and a data processing and storage component. Used to detect red light violations and record identifying information about the vehicle and/or driver.
