DRAFT Transportation for Hire – Update Owner City Vehicle for Hire Ordinance Activity City of Dallas (COD) Transportation for Hire Ordinance Approved on December 10, 2014 with implementation date of April 30, 2015. City of Fort Worth currently in process of developing a new ordinance, staff recommendations are scheduled be presented to the Infrastructure Transportation Committee (ITC) on April 14, 2015 COD Ordinance Overview Unifies and streamlines regulations applying to all categories of commercial transportation vehicles (both for hire and pre-arranged, as well as peer-to-peer service providers e.g., Uber, Lyft, etc.) Absence of a defined age limit on vehicles for hire COD City Attorneys Office clarification – No age limit on vehicles Reliance on New Annual 31 Point Vehicle Quality Inspection Enables front of the line dispatch at Love Field for EPA SmartWay or ULEV vehicles with a seating capacity of 7 or more, and CNG-fueled vehicles that are seven years or newer. 3

DRAFT Transportation for Hire – Update DFW Current Code of Rules and Regulations directly reference COD Ordinance regarding taxicab vehicle standards for condition, age, equipment, signs and markings All taxicabs operating out of DFW will be required to demonstrate conformity with new vehicle standards contained in new COD Ordinance COD still in process of developing: The ability/capacity for vehicles to be inspected under the new ordinance standards Secure Credit Card acceptance processing standards COD is reviewing a transition period for taxicabs to demonstrate conformity with these two new standards until such time that both the ability and capacity have been provided for owners to demonstrate conformity Purpose is to avoid a shortage of vehicles available to serve customers 4 Immediate Impact of COD Ordinance

DRAFT Transportation for Hire – Update SB 530 Clarifies regulatory authority of DFW International Airport over all transportation vehicles for hire HB 2440 Enables State-wide operating authority for TNCs only Would prohibit regulation by municipalities and other local entities No fees or charges of any kind to be assessed apart from State fees HB 3358 Similar to SB 530, clarifies regulatory authority of municipalities over all private passenger vehicles carrying no more than 8 passengers that provide passenger transportation services for compensations 5 State Legislation Activity

DRAFT Transportation for Hire – Update DFW Regulations have substantially mirrored Owner Cities ordinances, and vehicles permitted by airport Taxicabs: Semi-annual vehicle inspection program along with a daily point-of-entry inspections for taxicabs entering the queue to ensure on-demand taxicabs conform with regulations, are safe and clean, and efficiently dispatched to meet customer demand at terminals (Had) 5 year Age Limit [7 year Age Limit for CNG-fueled vehicles] Front of Line Privilege for CNG-fueled vehicles Requirements regarding, vehicle standards/equipment, certified inspections, driver background processes do apply to all taxicabs operating out of DFW. DRAFT Transportation for Hire – Update Retain conformity with Owner Cities Rules Governing Transportation for Hire Both Owner Cities have robust processes that ensure the interests of the public as well as the service providers are understood and effectively addressed in the adoption of revised rules and regulations Enable Peer-to-peer Vehicle Operation New service offering that has high public interest Continue to address vehicle emissions due to FAA requirements DFW Metroplex still classified by the EPA as not being in Conformity with Clean Air Act Amendment regarding Ozone concentrations Streamline permitting process Eliminate redundant and non-essential permitting activities 7 Primary Objectives Regarding Revising Code of Rules and Regulations

DRAFT Transportation for Hire – Update Honor Owner City Issued Permits for Company, Vehicle, Operator, Rationale: eliminate redundant permitting fees and administration, and ensures conformity with Owner Cities’ rules governing transportation for hire Require On-demand Taxicabs and all other vehicles (regardless of type of service offering), intending to pick up pre-arranged passengers at DFW to be permitted in either Owner City Rationale: ensure conformity with Owner Cities’ rules governing transportation for hire Enable Peer-to-peer Vehicle Operation Rationale for Recommendation: enable high demand new service offering which is in conformity with Owner Cities’ rules governing transportation for hire Enable on-demand taxicabs to move to the front of DFW Airport’s dispatch area if are EPA certified SmartWay or ULEV vehicles with a seating capacity of 7 or more, or CNG-fueled vehicles that are seven years or newer. 8 New Approach to Code of Rules and Regulations: (basic elements)
