INSURANCE FOR AFFILIATES 1.PLEASURE CRAFT POLICY -About $550 + GST annually for DB22 boat -Policy shall cover: i. Boat (loss & damages) ii. Legal Liability with its usage 2.INSURANCE COMPANY -Affiliate may source on your own OR -Affiliate may use SDBA-recommended email us: admin@sdba.org.sg

1.SDBA BOATS - SDBA is condemning 23 dragon boats - It is going to cost us $13,800 2.AFFILIATES We unable to absorb the cost for you. ANATOMY OF A COLLISION 1.THE STEERSPERSON -Check your boat alignment in relation to the other boats -Verify you are pointing correctly into the racing lane -Verify you can see the Finishing Point -If collision imminent, STOP THE BOAT -Formality - Team Manager follow-up with protest/appeal with the Race Officials 2.THE DRUMMER -Check your boat alignment in relation to the other boats -If collision imminent, STOP YOUR BOAT -If you are hit by another boat, STOP YOUR BOAT -Formality - Team Manager follow-up with protest/appeal with the Race Officials 3.THE PADDLERS -If collision imminent, STOP YOUR BOAT -If you are hit by another boat, STOP YOUR BOAT -Formality - Team Manager follow-up with protest/appeal with the Race Officials

“STOP YOUR BOAT” 1.Prevent / avoid collisions at all costs 2.If you cause a collision (i.e. you are the Offending Boat):- - you will be disqualified 3.If you managed to avoid the collision:- - Lodge a protest/appeal with the Chief Official. If upheld, the Chief Officials may order a re-race or specific time-run for you. In the major races, we will deploy a video camera to watch the race, from start to finish. If there is a collision, we will review the video footage (and hope to God, we captured the incident!). We will use of the video evidence to aide our decision making. We also rely on the Race Umpires accounts, especially in the non-major races where video cameras are not deployed. We assure you that we are committed to conduct a fair race and we will do this to the best of our abilities.

BACKGROUND ARISING FROM ACCIDENTS IN SRR 2014 - PFD unable to maintain the wearer stay afloat - PFD no longer serviceable - Wearer not wearing PFD according to its design and function - Wearer modified or altered PFD against its initial design intend - As PFD is not weight rated, Wearer may not be aware that PFD not suitable for him/her body weight

INTERIM MEASURES 1.Use PFD according to its design specifications 2.For Common Slip-on Type, double straps are compulsory 3.For Jacket Type, compulsory secure all 3 straps 4.Team Managers/Coaches/Boat Captains must ensure 5.On Race Days, Chief Boat Marshall will disqualify anyone who does not comply 6.SDBA will initiate disciplinary action against Teams that do not comply

STEERSPERSON STANDARDIZATION

Basic Helm Accreditation – to certify The Steersperson (STP) is fit to helm the dragon boat, especially in races STP issued a lifetime validity certificate Training of STP is the responsibility of each respective dragon boat team Only certified coaches & trainers can train a STP (to be declared in the Basic Helm Accreditation registration form) No prosecution of STP if involved in a dangerous occurrence PRESENT PRACTICE

As of 1 st January 2015, all Newly Certified Steersperson (NSTP) put under 1-year probation period NSTP will be issued a Temporary Pass (Tpass) instead of a Certificate If NSTP involved in a dangerous occurrence or collision, during training or race, the TPass will be revoked and NSTP required to re-sit the Basic Helm Accreditation* In a year, a NSTP candidate can only sit for two(2) Basic Helm Accreditation course if he failed the first one After 1-year from date of issue, NSTP can change the pass for certificate for a fee of $20. This fee is on-top of the registration fee for the Basic Helm Accreditation course *SDBA will investigate the episode and will only judge when we are satisfied with that a safety violation has occurred 2015 AMENDMENT: NEW STEERSPERSON (NSTP)

2015 AMENDMENT: EXISTING STEERSPERSON (STP) For STP that obtained the Basic Helm Award certificate pre-2015, no change to status. The certificate will bear no expiry or renewal deadline. STP involved in dangerous occurrence, :- - SDBA may prosecute - Penalties will depend on level of severity - Level 1 (minor): warning letter and/or administrative charge ranging from $50 to $100, warning will be posted on SDBA website/social media* (3 consecutive warning letters will upgrade to Level 2) - Level 2 (major): certificate revoked STP will have to re-sit the Basic Helm Accreditation and announcement made on SDAB website/social media* * we feel this is the only way to inform affiliates so that you can make informed decisions to deploy the steersperson or not
