Community Partner Activities  Part of the Wichita County Health Coalition: Behavioral Health Workgroup  Goal 1: Provide Mental Health First Aid Training to primary care and other healthcare providers, law enforcement, non-profit and other health and human service agencies, etc.  Goal 2: Create a Behavioral Health Resource Directory of providers in the area in partnership with 211.

5. Mental Health First Aid Training Initiative  MHFA Training: Education about mental health conditions, how to talk with and intervene with someone in distress, actions to take and community resources, encourage early intervention, reduce stigma.  Create instructor pool, no cost for instructor training and no/low cost for MHFA classes.  Train 30 new Instructors May 4-8, 2015.  Begin training in summer 2015.  Looking for organizations interested in sponsoring instructors and/or helping with costs of training material.

6. Behavioral Health Resource Directory  Surveys sent to 60+ providers based on Google search.  Wanted to know service type, specialty, and payment requirements, etc.  25% return rate and follow up work is occurring to clarify survey information.  Some follow up with key providers who have not responded.  Once survey complete, data will be put into a directory by 211 and will be able to be accessed by link to web-site.

7. Helen Farabee Centers Tele-Medicine Services  Delivering tele-psychiatric and behavioral health services since 1999.  All services sites connected: Wichita Falls, Bowie, Decatur, Graham, Vernon, Quanah, Childress, and Haskell.  Types of Services: Initial Intake and Eligibility, Psychiatric Evaluation, Psychiatric medication monitoring/follow-up, Counseling/CBT, IDD Team Meetings.  High use of tele-conferencing for administrative and training purposes.  Currently about 1000 services events per month.

8. Tele-Medicine Services Continued  Pros: Greater access to limited specialty services and more efficient use of resources.  Cons: Expense of keeping/maintaining infrastructure (Medicaid and other rates do not cover costs), some patients cannot tolerate video services, some practitioners non comfortable with the medium, do have to stay on top of payers to cover, Federal and State rules are evolving.  2014 Survey Results: 90% Very satisfied/satisfied, 97% would use the service again.  Services in the future: Rehabilitative Skills Training, Peer Support, Substance Abuse, other medical/healthcare.

Helen Farabee Centers Overview  Governmental Entity established in State Law (Texas Health and Safety Code, Chapter 534, Subchapter A).  Responsible for a 19 County service area covering 16.655 square miles, with a population roughly of 313,778.  Currently sponsored by the 19 County Commissioners Courts and the City of Wichita Falls.  Agencies appoint the Board of Trustees and provide local match for State funds.  Board of Trustees is responsible for governance and oversight of the Center. Nine member Board representative of the Local Service Area.  Responsible for the development and delivery of Public Behavioral Health and Developmental Disability services to the States Target Population. Acts as the Local Mental Health Authority (LMHA) and Local Intellectual and Development Disability Authority (LIDDA) for the service area.

11. Helen Farabee Centers Eligibility Criteria Crisis Services: Any person (age 3 and up) who is in an acute mental health crisis for 90 days. Eligibility for on-going Adult Mental Health Services:  18 years of age or older.  Diagnosis of Schizophrenia, Schizoaffective, Bipolar, or Major Depression and/or another severe Mental Health Disorder (must also have a significant impairment in functioning).

Eligibility Criteria Continued Eligibility for On-going Children’s Mental Health Services:  Children ages 3 through 17 years with a diagnosis of mental illness (excluding a single diagnosis of substance abuse, intellectual and developmental disabilities, autism, or pervasive developmental disorder) who exhibit serious emotional, behavioral, or mental disorders and have a serious functional impairment  Or at risk of disruption of a preferred living or child care environment due to psychiatric symptoms;  Or are enrolled in a school system's special education program because of a serious emotional disturbance.

Eligibility Criteria Continued  Eligibility for Intensive Outpatient Substance Abuse Services: Age 13 years or older and meets diagnostic criteria for a Substance Abuse/ Dependence Diagnosis.  Eligibility for Intellectual Disability Services: 1) Intellectual Disability (Mental Retardation) evident prior to age 18. 2) Have a pervasive developmental disorder. 3) Have a related condition that has been approved by the Department of Aging and Disability Services.  Payer Sources: State General Revenue, Medicaid and Medicaid Waivers, Medicare, 3rd party insurance, local city and county funds, grants, and patient fees (sliding fee scale). No eligible patient denied service because of inability to pay.

Services Continued Substance Abuse Services:  Screening and financial eligibility  If Diagnostic criteria is met for SA or SD – admitted to outpatient services and an in-depth assessment is conducted.  Treatment plan formulated based on assessment  Client attends 4-9 hours/week in group and individual services.  Case Management, referral to support groups, and drug testing.  If needed, client is referred to residential treatment services – admission is coordinated by Center staff. Aftercare services for those individuals who have successfully completed in-patient or out-patient services.

17. Helen Farabee Centers Services for FY 2014  6,509 Adults and 854 Children served in Mental Health Services. Total of 81,168 services delivered.  297 Adults and 107 Adolescents served in Substance Abuse Services. Drug Screened 686 Adolescents. 136 At Risk Youth.  978 persons with Intellectual and Developmental Disabilities served in the Community, 59 in residential care.  7,079 calls to the Crisis Hotline, resulting in 2,870 face-to-face crisis screenings.  2,241 individuals received a community crisis support service with 11,906 total crisis services delivered.  1,072 individuals served in the Crisis Respite Unit.  158 admissions to private hospitals paid for by the Center.  280 State Hospital Admissions.  1312 served in Veteran’s Services Peer Support Groups  Received over $5 million in free medications through PAP.
