13 13 Unique Voucher Program Unique Voucher Program 1 Participating lead agency purchases the program print materials and vouchers. 2 Mother redeems the voucher at the participating Store. 3 Store mails the voucher to the fiscal agent. 4 Fiscal agent returns payment to store. 5 Fiscal agent provides redeemed voucher numbers to the lead agency.
