3. 3 Effective Switching Implementation Xoserve successfully implemented the Effective Switching system changes for Foundation on 29 th March 2013 for: –UK Link Additional Allowable Values for Meter Mech Code added (NS, S1 & S2) Installing Supplier ID –IP SCOGES File Format Change – Addition of MME Code, Installing Supplier ID & SMSO ID –Data Enquiry Service Community View – Addition of Installing Supplier and SMETs value Portfolio View – Addition of Installing Supplier, Meter Mech Code will continue to display the current values as well as the new SMETs value

4. 4 Approval of File Formats for Smart Switching Phase As part of the February pack, new file formats were presented for Smart Switching Changes (GEA & GEO) – Comments were received. –Org_Type length of 3 was challenged why it was not 4. As previously communicated changes to the Org Type field length would have wide ranging impacts so this is rejected. –An additional field called Status is now presented in the revised file formats with 2 allowable values (Live & End Date) Revised File Formats have been re-distributed under ref. AT/1183.2/JF and UKLC are asked to formally approve these for an implementation date of 01/10/13 As this is a new file format it is has been assumed Shippers will want to undertake User Trials – planned for a period of 2-4 weeks

5. 5 Implementation Date for Smart Switching Proposed ‘Notional’ Implementation Date of 1st October 2013 SPAA Schedule 23 Change raised to reflect this date Due to proximity to AQ Review and constrained processing period, actual implementation date is likely to be prior to 1st October 2013. Xoserve are currently assessing dates in August / September but may elect an alternative date. Implementation Plan Summary will show the base-lined ‘notional’ implementation date – i.e. 1st October 2013 Intention is that the Committee will be informed of progress and planned implementation via updates through UK Link Committee As this implementation does not impact existing file flows, but creates a new flow it is expected that the actual implementation date being earlier should NOT impact Users.

6. 6 Effective Switching Back Population Approach Challenges to activity due to the GRP implementation on 8 th /9th June 2013. Xoserve have written to Shippers, who have indicated they have large portfolios of Smart Meters, to ascertain the volume of Smart Meters in each Suppliers Portfolio. Analysis in progress to look at planned approach for volume of ONUPDs

7. 7 Smart Switching Back Population Approach Back Population approach to be agreed in full with Shippers but will require the GEA file to be provide all updates Xoserve have written to Shippers for Effective Switching to ascertain the volume of Smart Meters in each Suppliers Portfolio that will be used to analyse the impacts. Analysis will look at the volumes acceptable through the GEA file to back populate the SMSO for all Smart Meters

8. 8 DCC Day 1 Analysis Progress Update 5 Focus Group Workshops held to date with Shippers, iGT’s & DECC. BRD V0.6 submitted to Shippers for review, a number of parties have already provided review comments that have been responded to by Xoserve. Final date for Shipper review comments is Friday 19 th April and no further comments will be accepted post this date. The Focus group will be presented the solution design options being considered that will form the Detailed Cost Analysis. Once the DCA is completed, delivery timescales will be known and agreement will be sought formally from SPAA & UK Link Committee for the implementation date of DCC Day 1 Changes. Focus Group will continue to meet throughout the Project.
