Task & Purpose TASK: Train CBCAs to support the Customs Border Protection (CBP) and the Department of Agriculture (USDA) mission while expediting the return of individuals and unit equipment to CONUS. PURPOSE: To Provide Customs Pre-Clearance for DOD Cargo, Rolling Stock, Personnel and Personal Belongings. EFFECTIVE MAY 2009 ALL CBCA TRAINING WILL BE CONDUCTED DURING PRE DEPLOYMENT PHASE. SINCE OCT 2009 USCENTCOM/CBP/USDA HAVE TRAINED ALMOST 2000 PRE DEPLOYING SERVICE PERSONNEL AS CBCA’S

Customs Border Clearance Agent (CBCA) Certification:
Trained and Certified by CBP and USDA Attend 2 day class instructed by Senior CBP and USDA personnel Customs Border Clearance Agent Duties: Inspect accompanied baggage Issue a DD Form 1854 or CF 6059B (Individual Declaration Forms) Inspect Unit Equipment (Rolling stock, Pallets, MILVAN’s, Etc.) Complete DD Form 1253 or DD 2855 / Attach Customs Seals Validate USDA Standards of cleanliness are met for redeploying equipment

DEFINITIONS EXAMINATION:
The process of scrutinizing and/or physically opening personal property, baggage, parcel mail, cartons, containers, and other DOD cargo as required to ascertain the contents, its cleanliness, and compatibility. This includes the disassembly of the articles required to ascertain the contents thereof. The mere presence of a Customs Territory Border authorizes a search. Search warrants are not required. INSPECTION: The detailed observation of personnel, personal property, items, letters and parcel mail, and other DOD cargo, noting their markings and other outer physical characteristics. Personnel observations include questioning and screening for potential customs violations.

VEHICLES All vehicles must pass an agriculture examination before movement. Vehicles will have no soil, sand, vegetable matter, or insect/animal parts. Grease is NOT considered soil/dirt. Units will remove all equipment from vehicles and open all compartments IAW CBCA instructions prior to the examination being conducted. If items are unable to be properly cleaned overseas, they will be held at the first U.S. port of entry until properly cleaned. Once the vehicle finishes in the wash site and is examined, a DD Form 2855 is affixed to the vehicle and signed by an CBCA. The vehicle is then placed in a guarded sterile area under the control of CBCA personnel (Units will assist by providing guard personnel when requested by the CBCA). If the DD Form 2855 is removed, or if sterility is compromised at any time, the vehicle must be re‑examined and a new form affixed.

PRECLEARANCE OF VEHICLES,
MILVANS, CONEXES AND DOD CARGO NO MIXING OF GOVERNMENT AND PERSONAL PROPERTY ACQUIRED IN THE OVERSEAS AREA IS AUTHORIZED IN ANY CONTAINER. INDIVIDUAL EQUIPMENT DEPLOYED IN SUPPORT OF COOPERATIVE RESPONSE MAY BE PLACED IN UNIT CONTAINERS AT THE DISCRETION OF THE UNIT COMMANDER. Once the container is in the sterile area, tampering or opening the container is forbidden. If the seal is broken on a container, re-examination is required as is a new 2855. Additional instructions and guidance can be found in the Commander’s Handbook for Customs Operations and copies should be distributed to supporting Military/Security Police personnel performing CBCA duties.

The next few slides depict that the threat in our AOR is a real. Grenades in checked baggage aboard aircraft are not a good mix. Any cargo departing the AOR can contain a threat. We need everyone’s cooperation to reduce this threat!

More recent soil contamination from Al Udeid. EUCOM notifies DOD Executive Agent of all occurrences. USTRANSCOM notifies CBP and USDA of flight’s destination and itinerary. We need to reduce soil contamination from the AOR to CONUS and OCONUS locations. The picture indicates plastic on the floor of the aircraft to contain soil, but the solution would be to clean prior to loading on aircraft. But more importantly, it says we know the cargo is dirty and we’re taking it anyway.
