3 NATIONAL LIBRARY NETWORK SERVICES E-Book Acquisitions 2012 - 2013  Goals –Revise acquisition models for e-books –Promote the availability of Finnish content in e-book format to the libraries –Impact pricing and service models of the publishing industry  Two pilot projects  1) eReading project  2) FinELib eBook procurement project

4 NATIONAL LIBRARY NETWORK SERVICES eReading Project  eReading is part of the Next Media research programme (http://www.nextmedia.fi)  eReading objectives –Create national Finnish media ecosystems for identification, payment and recommendation of content for mobile devices –Provide Finnish books in e-format to the public libraries  How to create, distribute and use e-books at Finnish public libraries ?  Which are suitable licensing models?  How the digital information should flow in the library chain?

6 NATIONAL LIBRARY NETWORK SERVICES eReading Project  E-Book licensing models need to –be simple –enable publishers to pay authors –restrict usage somehow –be predictable and affordable for libraries  ”one book – one user” lending model in 2012 - 2013

7 NATIONAL LIBRARY NETWORK SERVICES eReading Project  New Ebib e-book service in trial use at Helsinki metropolitan area libraries (Helmet network) from 15.10.2012 –Two options for e-book lending  One title > one user > download to own device (Adobe DRM)  One title > one user > streaming without DRM –100 popular Finnish e-book titles available for the public library users in Helmet libraries (5 th June 2013) –Positive customer feedback due to attractive content and focus on usability and customer support

8 NATIONAL LIBRARY NETWORK SERVICES eReading Project  True collaboration between libraries and publishers –Shared goal: provide Finnish e-books to the users  E-Book chain: Author – Publisher – Agent – Library - User –Evaluation of the metadata production and future recommendations of the best practices  Better e-book usability due to the thorough testing  Users are interested in e-books and willing to participate in development of services

9 NATIONAL LIBRARY NETWORK SERVICES eReading Project plan for 2014 -  Continue the Ebib trial –Increase the collection of Finnish e-books –Implement new features to the service –Gather information from users and usage –Study pricing models –Identify components & data (including metadata) produced in book chain, make recommendations on standardisation –Study social reading –After the pilot phase > Up and running e-book service

10 NATIONAL LIBRARY NETWORK SERVICES FinELib eBook Procurement project  In 2012 the FinELib consortium allocated 52 000 euros in Finnish e-book procurement –to the universities of applied sciences (27) –to the public libraries (336 communities)  Fiction or non-fiction books in Finnish or Swedish  E-Book title lists based on library questionnaire and library lending statistics –Fiction books list, children’s books list, non-fiction book list  Specified agreement term  Simultaneous user licensing model

11 NATIONAL LIBRARY NETWORK SERVICES FinELib eBook Procurement project  Phase 1 Public Tender –Negotiated procedure  Publishing the contract notice > sending the requests to participate > complience for prerequisities > selection of the candidates > call to the negotiations > negotiations > invitation for tenders > final tenders > comparison of the tenders > procurement decisions > final contract –Negotiations:  Subject of procurement (for example technical requirements of e-books)  Making the e-books available (platform/user interface, license issues, compatibility with library systems)  Usability (digital rights management etc)  Terms of use  Length of contract term  Business models  Collecting usage statistics

12 NATIONAL LIBRARY NETWORK SERVICES FinELib eBook Procurement project  Phase 1 Public tender A) Absolute (non-negotiable) requirements  Certain usage terms, platform, statistics, claims provision, acceptance test etc. B) Evaluation criteria  Price, SU, DRM (Adobe, soft DRM, no DRM/streaming), usage stats divided per organization C) Negotiable issues  Some other usage terms, other formats than ePUB, user identification methods (other than IP), metadata  Only one acceptable tender was submitted covering two titles  Moved to direct procurement

13 NATIONAL LIBRARY NETWORK SERVICES FinELib eBook Procurement project  Phase 2 Direct procurement –Tenders had to fulfill the non-negotiable requirements (as set up in phase 1)  Two acceptable tenders covering 14 titles  Final acquisitions for 1.1-31.12.2013 –10 non-fiction/fiction Finnish e-book titles to the public libraries –7 non-fiction Finnish e-book titles to the univ. of applied sciences –One user – one title - library loan model + Adobe DRM –All titles in the same platform (Ellibs Ltd)

14 NATIONAL LIBRARY NETWORK SERVICES FinELib eBook Procurement project Lessons learned  E-Book licensing and pricing models are still in a development phase in Finland  Negotiated procedure is applicable in e-book acquisitions  Overview on the e-book market  Easier to prepare the final invitation for tender  Implementation of the acquired e-books takes time  23 out of 27 univ. of applied sciences participate, 200 loans (June 2013)  90 % of the public libraries participate, 1600 loans (June 2013)  Looking for the possibility to  subscribe the acquired e-book content after the project  repeat the e-book procurement process
