NATIONAL LIBRARY NETWORK SERVICES eReading Project  New Ebib e-book service in trial use at Helsinki metropolitan area libraries (Helmet network) from 15.10.2012 –Two options for e-book lending  One title > one user > download to own device (Adobe DRM)  One title > one user > streaming without DRM –100 popular Finnish e-book titles available for the public library users in Helmet libraries (5 th June 2013) –Positive customer feedback due to attractive content and focus on usability and customer support

NATIONAL LIBRARY NETWORK SERVICES FinELib eBook Procurement project  In 2012 the FinELib consortium allocated 52 000 euros in Finnish e-book procurement –to the universities of applied sciences (27) –to the public libraries (336 communities)  Fiction or non-fiction books in Finnish or Swedish  E-Book title lists based on library questionnaire and library lending statistics –Fiction books list, children’s books list, non-fiction book list  Specified agreement term  Simultaneous user licensing model

NATIONAL LIBRARY NETWORK SERVICES FinELib eBook Procurement project  Phase 1 Public tender A) Absolute (non-negotiable) requirements  Certain usage terms, platform, statistics, claims provision, acceptance test etc. B) Evaluation criteria  Price, SU, DRM (Adobe, soft DRM, no DRM/streaming), usage stats divided per organization C) Negotiable issues  Some other usage terms, other formats than ePUB, user identification methods (other than IP), metadata  Only one acceptable tender was submitted covering two titles  Moved to direct procurement

NATIONAL LIBRARY NETWORK SERVICES FinELib eBook Procurement project  Phase 2 Direct procurement –Tenders had to fulfill the non-negotiable requirements (as set up in phase 1)  Two acceptable tenders covering 14 titles  Final acquisitions for 1.1-31.12.2013 –10 non-fiction/fiction Finnish e-book titles to the public libraries –7 non-fiction Finnish e-book titles to the univ. of applied sciences –One user – one title - library loan model + Adobe DRM –All titles in the same platform (Ellibs Ltd)

14. NATIONAL LIBRARY NETWORK SERVICES FinELib eBook Procurement project Lessons learned  E-Book licensing and pricing models are still in a development phase in Finland  Negotiated procedure is applicable in e-book acquisitions  Overview on the e-book market  Easier to prepare the final invitation for tender  Implementation of the acquired e-books takes time  23 out of 27 univ. of applied sciences participate, 200 loans (June 2013)  90 % of the public libraries participate, 1600 loans (June 2013)  Looking for the possibility to  subscribe the acquired e-book content after the project  repeat the e-book procurement process
