2. HOUSING: A BASIC NEED Housing has been recognized as one of the key parameter to judge the socio-economic status of a family. Housing is also one of the primary needs and inspiration of a family. Housing has a direct impact on health and hygiene of family members, which in turn impinges on their education and productivity.

8. HOMESTEAD STATUS Number of BPL families in IAY wait list without land and house site = 3564 Number of BPL families whose occupied land can be regularised = 53 Number where land purchase is required = 3511 Under UPZALR Act SC/ ST occupying abadi land gets regularized u/s 123

9. HOUSING FOR ALL BY 2017 This can be achieved if the Central assistance is given for 5 lac houses a year for next four years. That is 20 lac houses in four years. In above period all most 5.0 lac houses will come from State schemes (MAY/SAY).

10. ISSUES This exercise is based on BPL census of 2002 which was finalized in 2005. In new BPL survey i.e. 2010-2011, many new families will be identified, which will be in need of support for housing. This will be on account of increase in population and splitting of families. The need is higher in Eastern U.P, Central U.P. and Bundelkhand. The Districts in Western U.P. like Meerut, Aligarh, MuzzaffarNagar, Gaziabad, Baghpat, Hathras have no eligible family in wait list left with Kuccha House. These houses can be given to districts in Bundelkhand.

11. ISSUES In a recent survey 9 lac families of S.C. has been identified, which are not in BPL List but have kuccha houses. The current cost of construction for 20 sq. mt. conventional puccka house comes to Rs.70,000. Completing house in present cost is a painful experience for the beneficiary as he loses almost 30 days of wage employment and at times borrows money to complete it. If MGNREGS is used for wage payment in house construction, this experience can be changed. BPL households are averse to taking loan for housing.

12. ISSUES: Sonbhadra District IAY – interpreted as constructing puccka house. In Sonbhadra, tribals construct beautiful houses (double storied) with mud wall, they use wood and baked mud tiles for roof. There is no brick kiln in Sonbhadra due to unsuitable soil, it comes from Mirzapur and varanasi. The cost of brick and cement consumes 80-90 percent of the fund available. The use of houses under IAY constructed of brick is low. If they are permitted to construct their houses under IAY in traditional manner with local material i.e. mud and wood, the usefulness of scheme for them will go up.
