1 Proposed Process for Discerning Officer Slates August of Year One (2013) To May of Year Three (2015)

2 Pre-November Rep Council Meeting July – October – 22 months before election The LDC – communicates with the Rep Council members to solicit their constituents for potential candidates for the office of President for presentation at the November Rep Council meeting – communicates with all NCCL members their opportunity to submit the names of potential candidates for the office of NCCL President either through their Rep Council representative or as an individual.

3 November Rep Council Meeting 19 months prior to Annual Conference In conjunction with Step 1 of the Process for Discerning At-Large Board members. – The LDC leads a discussion during which the Rep Council identifies Current make-up of the Board The needs of the conference The skills and qualifications needed by new members of the board to meet those needs Individuals who have those skills and qualifications – The LDC also leads a discussion and identifies Responsibilities of the position of President Individuals who have those skills and qualifications

4 Step 2 – Work of the LDC: November - January The LDC, using the roles, responsibilities and qualifications as specified in the by-laws, determines the eligibility of those whose names are raised or if they are to be disqualified. The LDC contacts the individuals nominated for president to – Let them know they have been identified and what skills and qualifications were ascribed to them – Ask them if they are willing to accept the call to be placed in nomination for candidacy (for the Rep Council) – If willing, ask them to complete a series of written questions regarding their vision and self-perception

5 Step 3 – Initial reduction of presidential candidates: February - May The following is carried out to reduce the number of potential candidates for president. The LDC provides the Rep Council with a list of the needs of the conference and a list of candidates together with their completed questionnaires. An initial discernment is held in which each Rep Council member is allowed to submit, from the list provided, the names of two candidates, with their reasons, for the position of president. Based on this information the number of candidates is reduced to two nominees. LDC provides the names of the two nominees, along with their reasons for the selection, to the Rep Council and requests approval of the two nominees for President. LDC invites the two nominees to be present for the May Rep Council meeting

6 Step 4 – Raising of needs and names after the selection of At-Large Board members at the May meeting. LDC shares eligibility of current officers with those gathered, including Presidential nominees The LDC leads a discussion during which the members present identify – Current make-up of the Board without officers – Responsibilities of the officer positions, not president – The needs of the conference – The skills and qualifications needed by new leadership of the board to meet those needs – Individuals who have those skills and qualifications as well as the officer position(s) each person seems eligible and qualified to fulfill

7 Step 4 – Raising of needs and names after the selection of At-Large Board members at the May meeting (Continued). The LDC leads a discussion with each of the two presidential nominees individually and the Rep Council members for: – Affirmation of gifts as witnessed by those present – Guidance in choosing other members of the slate to complement the nominee’s strengths – Proposing persons the nominee might consider for particular positions on the slate.

8 Step 4 – Work of the LDC: June - August The LDC contacts all the individuals nominated to – Let them know they have been identified and what skills and qualifications were ascribed to them – Let them know what position(s) were suggested for them and if they wish to modify the list (+ or -) – Ask them if they are willing to accept the call to be considered by the Rep Council and the presidential nominees for the positions (previously delineated) – If willing, ask each candidate to complete a series of written questions regarding their vision, self-perception and attributes relating to the specific officer position(s) and submit a photo – Ask for contact information for Friday of the November Rep Council meeting.

9 Step 5 – Nominees and Proposed Slates: September - October The LDC confers with each presidential nominee to share the list of potential officer candidates and to determine each of the candidate’s preferences. If duplication of names occurs, LDC facilitates a conversation between the two presidential nominees. If both nominees still desire the same person, the LDC contacts the person, shares the information of the two presidential options and requests a decision. LDC contacts any person whom a nominee may be considering for a position other than ones that were listed to determine the candidates willingness for consideration. The Presidential nominees create a proposed slate and prepare a presentation to the Rep Council explaining the rationale for their choices.

10 Step 6 – Finalize slates November Rep Council meeting Thursday evening/Friday morning Presidential nominees share their proposed final slates with LDC for acceptance. Presidential nominees share their presentation of proposed candidates with the Rep Council who may engage in dialogue with the nominee and make suggestions before giving acceptance. Once acceptance has been given, the presidential nominee extends the invitation to the three individuals to serve on the slate.

11 Step 7 – Final Selection: Fall Rep Council Meeting Once the presidential nominees have contacted their slates and acceptance has been achieved, the LDC presents each slate to the Rep Council for final affirmation of each slate.
