The purpose of the NEC/MEC is safety… The practical safeguarding persons and property from hazards arising from the use of electricity. Purpose NEC/MEC 90.1(A) Adequacy The NEC/MEC contains provisions that are considered necessary for safety. Compliance with maintenance will result in an installation that is essentially free from hazard but not necessarily efficient, convenient, or provided for future expansion of electrical use. The authority having jurisdiction (AHJ) for enforcing the NEC/MEC may grant exception to the prescribed rules of the NEC/MEC… Special Permission NEC /MEC 90.2(C) Enforcement The AHJ shall have the responsibility for granting special permission when contemplated in a number of the rules, for unlisted or unlabeled equipment or materials but shall accept listed and labeled equipment or materials where used or installed in accordance with instructions included with the listing or labeling of such equipment or materials. Where the NEC requires a new product, construction, or materials if not yet available the AHJ may permit the use of such products, constructions, or materials based on the provisions of a most recent previous edition of the NEC adopted by the jurisdiction. Mandatory rules of the NEC/MEC are characterized by the use of the terms shall or shall not and are those that identify actions that are specifically required or prohibited. Permissive rules of the NEC/MEC are characterized by the use of the terms shall be permitted or shall not be required and are those that identify actions that are allowed but not required, are normally used to describe options or alternative methods. Article 100 I. General Accessible (as applied to equipment). Can be found and defined in Article 100 and is defined as admitting close approach; not guarded by locked doors, elevation, or other effective means. Accessible Accessible (as applied to wiring methods). Can be found and defined in Article 100 and is defined as capable of being removed or exposed without damaging the building structure or finish or not permanently closed in by the structure or finish of the building.

Article 100 Accessible, Readily (Readily Accessible). Can be found and defined in Article 100 and is defined as being capable of being reached quickly without requiring someone to climb over or remove obstacles or to resort to portable ladders, and so forth. Accessible This requirement (term) can be found in various sections of the NEC/MEC such as in the provision for a ground-fault circuit-interrupter that is installed in a dwelling… a ground-fault circuit- interrupter shall be installed in a readily accessible location. Article 100 Accessible, Readily (Readily Accessible). Capable of being reached quickly for operation, renewal, or inspections without requiring those to whom ready access is requisite to climb over or remove obstacles or to resort to portable ladders, and so forth. Accessible shall be installed at a readily accessible location The service disconnecting means shall be installed at a readily accessible location either outside of a building or structure or inside nearest the point of entrance of the service conductors. NEC 230.70(A)(1) This provision is revise to require the service disconnecting means to be installed at a readily accessible location either outside and attached to or immediately adjacent to the building or structure served, or inside nearest the point of entrance of the service conductors.
