13 13 Federal Aviation Administration Construction Update April 24, 2012 Airport Technology Research Taxiway Memorandum of Agreement signed between the FAA and Delaware River & Bay Authority  Grants the FAA the “right to construct, operate, and maintain research infrastructure” at the Cape May County Airport from November 15, 2010 through September 30, 2030.

16 16 Federal Aviation Administration Construction Update April 24, 2012 Project Summary The objectives of the project are to: –Rehabilitate former Taxiway C to develop a state of the art research test bed. Design, install, test, monitor, and report on new technologies in signs, lighting, and markings. –Allow for other airport safety and pavement research needs to be conducted. –Be utilized as a taxiway by the airport when the FAA is not actively conducting research on the test bed.

17 17 Federal Aviation Administration Construction Update April 24, 2012 Project Summary Primary use of the test bed will be for evaluating various airfield lighting systems. –Centerline Lights –Runway Guard Lights – In-Pavement and Elevated –Touch Down Zone Lighting –Runway Status Lights –Will be reconfigurable – multiple duct banks, hand holes, pull boxes and conduit Support lighting requirements for airport’s use of taxiway when FAA not testing. –In-pavement taxiway lights may be tied into the airport’s existing infrastructure w/ cut off capability.

Power to be provided Atlantic City Electric –Brought in from overhead lines along Fulling Mill Rd –Direct burial along airport fence line to transformer.

20 20 Federal Aviation Administration Construction Update April 24, 2012 Design Development Taxiway C Pavement Rehabiliation –from Runway 10/28 to Taxiway B ~ 2800 feet long –50’ wide full strength Mill top 3 inches of existing surface Re-grade using millings and compact existing base and millings Prime coat 3” surface - various pavement mixes –50’ shoulders 3 inch mill, grade and compact in place Prime coat Overlay with new 3 inch HMA

21 21 Federal Aviation Administration Construction Update April 24, 2012 Pavement Research  Five Test Pavement Sections, each +/- 550 feet long  Provides an excellent opportunity to study the effect of environmental factors on the durability of new environment friendly (greener) materials used for surface layers in flexible pavements.  Periodic Heavy Weight Deflectometer (HWD) tests and other non- destructive tests (PSPA) will be performed to monitor changes in the material properties (such as stiffness, etc.) of pavement layers.  Laboratory tests on material samples collected during construction.  The test pavement will be used to improve and develop new instrumentation and data acquisition techniques.
