Etive Currie – GCC – ’14. Etive Currie Development & Regeneration Services GLASGOW CITY COUNCIL 15 th May 2014. DELIVERING AN ASSET BASED APPROACH -- ‘DOING’ RATHER THAN GATHERING EVIDENCE COMPREHENSIBLE MANAGEABLE WORTHWHILE LONG TERM CULTURAL CHANGE AND PLACEMAKING FOR EVERYONE Co-Production This is About ‘Doing things With People’…. Local People are the Experts.

Etive Currie – GCC – ’14. “It is hard to feel on top of life if you know that where you live is looked down upon, if you know that you are treated less well because of where you live, if you know people think less of you because of where you live.” Source: Professor Danny Dorling ‘How We Live Matters’ Webpage.

Etive Currie – GCC – ’14. GLASGOW’S INTRACTABLE PROBLEMS EXCESSIVE MORTALITY FROM DRUGS, ALCOHOL, SUICIDE & VIOLENCE SUPPORTING THE INNER AND INNATE ASSETS IN INDIVIDUALS PROMOTE RESILIENCE – LET PEOPLE FEEL MORE IN CONTROL OF THEIR OWN LIVES. INCOMPREHENSIBLE UNENGAGED UNMANAGEABLE ‘DOING THINGS WITH PEOPLE’ MEANINGFULNESS DOING THINGS TO PEOPLE CHAOTIC INEQUALITIES IN POWER, MONEY AND RESOURCES WHY ARE PEOPLE BUYING OUT OF LIFE? HELPING THOSE IN SOCIETY THAT ARE LESS FORTUNATE PUBLIC SERVICES HAVE CREATED A CULTURE OF DEPENDENCY GLASGOW’S HEALTH PROBLEMS ARE AGGRIVATED BY POVERTY, UNEMPLOYMENT, POOR PHYSICAL AND SOCIAL ENVIRONMENTS. WHAT WE HAVE TRIED TO-DATE, ALTHOUGH MEANINGFUL – HAS –NOT-WORKED!! PATHOGENESIS → SUFFERING → DISEASE → GENESIS = ORIGIN OF DISEASE SALUTOGENESIS → OUTER + INNER SURROUNDINGS → STRUCTURED + PREDICTIBLE + EXPLAINABLE → RESOURCES TO MASTER DEMANDS → WITH INNER & OUTER COMMITMENT. HEALTH ↔ DIS ↔ EASE ↔CONTINUUM

Etive Currie – GCC – ’14. COMPREHENSIBLE MANAGEABLE WORTHWHILE EFFECTIVE NURTURING, CONSISTENT PARENTING ALLOWS A SENSE OF CONTROL TO DEVELOP. THE ENVIRONMENT BECOMES STRUCTURED AND UNDERSTANDABLE. OPPORTUNITY THROUGH EDUCATION ALLOWS SOCIAL NETWORKS TO BECOME RICHER, SELF ESTEEM TO DEVELOP AND A SENSE OF CONTROL IS FURTHER ENHANCED. RESOURCES TO MANAGE THE ENVIRONMENT BECOME ESTABLISHED. THROUGH HAVING A SENSE OF PURPOSE, HEALTH RELATED BEHAVIOURS BECOME EASIER TO ADOPT. WORTHWHILE MANAGEABLE COMPREHENSIBLE Source: Aaron Antonovsky Elevated Markers of Stress -- Associated with Elevated Risks of Chronic Ill Health Psychological Resilience – ‘Sense of Coherence’. ‘Bounce-Back-Ability’ BUILDING COMMUNITIES SHOULD FOCUS ON: -- BUILDING CAPACITY. -- POSITIVE ASSETS OF PEOPLE. -- POSITIVE ASSETS OF PLACE. SALUTOGENESIS…..

Etive Currie – GCC – ’14. CURRIE’S HEALTHY SUSTAINABLE NEIGHBOURHOODS (HSN) MODEL…….

Etive Currie – GCC – ’14. Anthony Morgan’s: ‘Asset Model for Public Health’…… THEORY OF SALUTOGENESIS ASSET MAPPING ASSET INDICATORS A. EVIDENCE BASE B. ACTION C. EVALUATION Many policies FAIL in the ‘ACTION’ stage and never make it to Implementation. Need to focus on ‘WHAT WORKS’ and ‘HOW THINGS WORK’. ‘ONE SIZE – DOES NOT FIT ALL’ – there are cultural variations, socio-economic variations, etc. to consider in terms of how things work. Communities ARE NEVER BUILT ON THEIR DEFICIENCIES.

Etive Currie – GCC – ’14. ASSET BUILDING IN THE COMMUNITY POSITIVE ASSETS ASSET BUILDING IN THE COMMUNITY POSITIVE ASSETS DELIVERING A POSITIVE ASSET APPROACH……. HSMe CREATING A NETWORK OF ASSETS BUILDING SOCIAL CAPITAL SHARE KNOWLEDGE CREATING A NETWORK OF COMMUNITY CONNECTORS IMPROVE PLANNERS’ UNDERSTANDING OF PEOPLE AND REAL NEIGHBOURHOOD ISSUES SERVICE CHANGE – INVOLVING CPP/CHCP/OTHER COUNCIL SERVICES CREATING SUSTAINABLE BALANCED NEIGHBOURHOODS

Etive Currie – GCC – ’14. KEY: Course is delivered by a ‘Community Connector’ Someone from the community who ‘just gets what it is like to live there’.

Etive Currie – GCC – ’14. ❖ Negative Labels = Negative Communities. ❖ Professionals often patronising and not willing to listen = ‘Lack of Trust’. ❖ Those who don’t experience inequalities may not fully understand the impact on a persons quality of life. ❖ The term “Deprived Communities” = Negative Connotations. ❖ Deprived; Poor; Unhealthy; Crime Ridden → Focus will only be on what is wrong with an area. ❖ Focusing only on what is wrong creates a Culture of ‘Helping the Needy’ – whilst, however well meant is damaging. SOME OF THE THINGS WE FOUND OUT……..

Etive Currie – GCC – ’14. ❖ Too many assumptions about what communities with negative images. ❖ Negative beliefs = Negative Behaviour. ❖ Assumptions + Negative Labelling will affect how professionals work in an area. ❖ Low Aspirations + Poor Self Esteem + Lack of Confidence = Key areas of Change Required. ❖ To-date the focus has been on ‘Fixing People’s Problems’ → Limits personal power and even their sense of responsibility. SOME OF THE THINGS WE FOUND OUT……..

Etive Currie – GCC – ’14. ❖ ‘Doing Things For People’ leaves them less able or motivated to ‘Do Things For Themselves Or With Others.’ ❖ It creates dependency on a national scale that is producing more and more problems in a system that cannot continue to fund those dependencies. ❖ Ultimately, our good intentions are limiting the development of ‘Resilience’ in our nation. SOME OF THE THINGS WE FOUND OUT……..

Etive Currie – GCC – ’14. The Ministerial Task Force recommended rolling out the use of two locally tested Tools of work from 2 of the Equally Well test sites: Healthy Sustainable Neighbourhood tools (HSN & HSMe) should be offered to other areas of Scotland, and this on-going work should be hosted and developed further with the proposals in the Better Places Better Health recommendations for the Placemaking Standard, co-ordinated by the Built Environment Policy Team within Scottish Government. Early Years work.
