3 3 Regional policy The European Commission – DG Regio – has been promoting a better understanding of PPP issues for the development of infrastructure: first international workshop on 4th July 2002: the promise delivered was to re-gather with the Private sector March 2003 – DG REGIO Guidelines for Successful PPP: a practical tool for PPP : structuring and implementing PPPs and blending European grant financing key issues for design, development and implementation increase awareness of strengths and weaknesses of PPP and develop understanding of issues PPP Resource Book Background 1

4 4 Regional policy Guidelines 4 key topics crucial for integration of EU funds in PPPs: Ensuring open market access and fair competition in respect of State Aid principles Protecting the public interest and maximising value added to citizens Defining the optimal level of grant financing Assessing the most effective type of PPP structure for a given project focusing on: Balanced and clear distribution of risks and responsibilities Result: Clear incremental benefits for final users The PPP Resource Book PPP Guidelines

5 5 Regional policy A wide dissemination was delivered by DG REGIO in 2002-2003 and 2004: participation to some 20 Conferences in EU with presentations on PPP (7 countries) organisation of 5 regional dissemination seminars in cooperation with national authorities, EIB, EBRD and participation to 4 workshops and conferences in (ex) Candidate-acceding countries (total of 8 countries) This raised a number of concerns and questions... 6 6 Regional policy 6 out of 10 ISPA countries received specific studies and advice from experts mobilised by DG REGIO on PPP deals, on regulatory framework for 21 different transactions at different maturity of projects in transport water and solid waste Many issues dealt with: How to integrate aquis requirements How to provide the right expertise in the preparation of PPPs What sort of national supporting framework is needed What are common practical experiences of PPP development What is the experience of Member States in PPP implementation The PPP Resource Book Knowledge gap…

7 7 Regional policy The Resource Book is a direct result of requests for practical information on PPP development and implementation The limited number of cases aim to demonstrate approaches to common issues encountered Are these problems similar to my problems? Can I establish a relationship between an existing real case and my PPP (current or potential) deal? The PPP Resource Book Demand driven approach

8 8 Regional policy No judgement, no policy Information has been collected from project sponsors, private parties, financiers and the Commission Comparability: attempt has been made to standardise information while maintaining specificity of each project Synthetic view and perception: the radar Some projects are still on-going, presentation of cases has had to provide a time “cut-off” and somehow lessons learnt can change in future….
