Withdrawals There are four major categories of formal land withdrawals: Administrative (i.e. Indian Reservations) Made by the President, the Secretary of the Interior, or other authorized officer of the Executive branch of the Federal government Presidential Proclamation (i.e. Cascade-Siskiyou National Monument) Made by the President pursuant to the authority under Section 2 of the Antiquities Act Congressional (i.e. Wilderness Areas and National Parks) Are legislative actions by Congress in the form of public laws Federal Power Act (FPA) or Federal Energy Regulatory Commission (FERC)

Withdrawals There are four major categories of formal land withdrawals: Administrative (i.e. Indian Reservations) Made by the President, the Secretary of the Interior, or other authorized officer of the Executive branch of the Federal government Presidential Proclamation (i.e. Cascade-Siskiyou National Monument) Made by the President pursuant to the authority under Section 2 of the Antiquities Act Congressional (i.e. Wilderness Areas and National Parks) Are legislative actions by Congress in the form of public laws Federal Power Act (FPA) or Federal Energy Regulatory Commission (FERC) Withdrawals must accomplish one or more of the following: Transfer total or partial jurisdiction over Federal land between Federal agencies. Close (segregate) Federal land to operation of all or some of the public land laws and/or mineral laws. Dedicate Federal land to a specific public purpose.

Timeline Late 2012 - SMA Development Team worked on creating BLM’s SMA data standard Early 2013 - Sent draft data standard out for comments Spring / Summer 2013 - Addressed comments, wrote documentation and issued the data standard August 2013 During the first two weeks of August, the SMA team worked with the BLM states to collect their transactional SMA data set Over the last two weeks of August, the SMA team worked with the National Operations Center (NOC) to get the data ready for publication September 2013 - the SMA data set became available externally via GeoCommunicator December 2013 - SMA data was refreshed Next update is scheduled for first week of March

SMA Tools SMA Editing Tool Developed by California BLM State Office Allows SMA editors to look-up SMA_ID values within the ArcMap environment Working on getting approved to BLM baseline EZ Lands Description Tool Developed by BLM Nevada & Oregon State Offices Generates legal land descriptions for LR2000 based on PLSS, SMA and input geometry Would like to expand this to generate legal land descriptions in a Federal Register compatible format

Master Title Plats / Historical Indexes MTP is a graphical depiction of current land status on a drafted map affecting one particular township. HI is a narrative summary of use and title transactions affecting one particular township.
