9 Policy Challenges 1.Is it possible to use one input interface to collect all categories of alerting information from 29 ministries and commissions directly under the State Council? 2.How can all kinds of distributing paths publish the most suitable alerting information in accordance with the demand of publishing terminal? 3.Should the alerting publishing system be a transparent transmission system or with verifying and approving?
