2. 2 Department for Work and Pensions There will be two components in PIP: the Daily Living Component and the Mobility Component. Both components are payable at a standard and enhanced rate. Entitlement for PIP will be based on an assessment of ability to complete a series of key everyday activities – 9 for the Daily Living Component and 2 for the Mobility Component. Scores will be awarded against each activity, depending on how well the individual can complete it and the level of help they need. The activities relating to the Mobility component are: –Planning and following a journey - an individual’s ability to plan and follow a route of a journey and whether psychological distress prevents a person from being able to make a journey. This primarily looks at sensory, mental and cognitive ability. – Moving around – an individual’s ability to physically move around. Combinations of scores from these activities determine entitlement to the Mobility Component. Scores of 12 or more will result in an Enhanced rate award and between 8 and 11 will result in a Standard rate award. PIP Awards

3. 3 Department for Work and Pensions Example Activity Descriptors Examples of some of the key descriptors in the Mobility activities are: Planning and following a journey: 8 pts - Needs either (i) supervision, prompting or a support dog to follow a journey to an unfamiliar destination; or a journey to an unfamiliar destination to have been entirely planned by another person 15 pts - Needs either (i) supervision, prompting or a support dog to follow a journey to a familiar destination; or a journey to a familiar destination to have been entirely planned by another person Moving around: 8 pts – Can move up to 50 metres unaided but no further 12 pts – Can move up to 50 metres without using a wheelchair propelled by the claimant 15 pts – Cannot move up to 50 metres without using a wheelchair propelled by another person or a motorised device

4. 4 Department for Work and Pensions Assessment consultation DWP has been consulting on the assessment criteria Key comments on the Mobility activities were: – that visually impaired people who need orientation aids such as long canes to follow journeys should be treated in the same way as people who need support dogs – that the Moving around activity is confusing and suggests that only people who use wheelchairs can receive the enhanced rate of the Mobility component DWP are are currently looking closely at these and all the other comments received during the consultation and whether changes need to be made to the assessment criteria. No decisions have been made.

5. 5 Department for Work and Pensions Notifying PIP Awards PIP award notifications are made up of 3 ‘parts’: The Notification letter - includes the reasoned decision and full details of the decision, payments & signposting etc. The Certificate of Entitlement – purely for Road Tax Exemption purposes and triggered when Enhanced Rate Mobility is awarded. The Statement of Entitlement – in all cases to act as a certificate to allow the claimant to claim passport benefits. As part of the assurance given to Other Government Departments, PIP will maintain the current passporting arrangements and include the activity descriptors within the Statement of Entitlement. This will provide Local Authorities with the information to decide on Blue Badge eligibility.

6. 6 Department for Work and Pensions Blue Badge and Concessionary Travel The awarding of the Blue Badge and Concessionary Travel Scheme is the responsibility of the individual authority. The current view across the authorities is as follows: England: a claimant scoring 8 points for Moving Around. Wales: a claimant scoring 8 points for Moving Around OR 12 points for Planning a Journey. Scotland (currently out for consultation) CRITERIA for National Concessionary Travel Scheme: Out for consultation in Scotland. However, this will currently passport from Blue Badge entitlement. In addition, entitlement is possible if a claimant receives DLA for the Higher Rate of Mobility or Highest or Middle Rate of Care and the application includes a DBD384 letter from DWP dated within the last year.
