Topic not as controversial as perhaps 1 year ago. Biofuel production now seen as part of agriculture with the same debates and issues at stake – resource scarcity and sustainability There should be integrated policies and decision-making that compliment each other and not contradict – an integrated approach needed in both policy and implementation. Globally, circumstances differ - solutions should be situation specific but we need more information that should be generated through debate, research and investment to develop for example, lifecycle analysis methods, sustainability indicators, biofuel alternatives, etc Water, as land, is a limiting factor but is needed for both food AND fuel. The farmer will make the decision regarding the crop based on market conditions and product demand. Small holder farmers should benefit but need to be informed and organised. Strategic environmental assessment required for large-scale land and water acquisitions – rights of poor (ındıvıdual land holders) should be protected The main priority for biofuels Should not look at biofuels narrowly, should look within the broader context of agriculture.
