2 Background In February of 2003, President Bush signed Homeland Security Presidential Directive-5 (HSPD-5). This action directed the development of the National Incident Management System (NIMS) and a rewrite of the National Response Plan (NRP). NIMS establishes standards for all levels of government and non-government agencies as well as some private sector companies to use when responding to domestic incidents.In February of 2003, President Bush signed Homeland Security Presidential Directive-5 (HSPD-5).
