Goals and Objectives Observation by Official Board that current structure has migrated to hybrid of many Board models Current structure is (may) not be best for efficient and effective governance Issues discussed –Too many people and energy involved in details –Committee work often re-hashed at Board level –Un-clear how vision, spiritual and operational issues are prioritized, discussed and delivered –Responsibilities and roles are sometimes mixed

Process Official Board in the their ~ June 2006 established Ad Hoc committee to research alternative models. 1.A small team of past board members and Rev Maxwell 2.Experts from UCC and industry have presented models currently in use with pros and cons of each discussed 3.Committee drafted a “straw model” from desirable features of models 4.This draft model was “vetted” by a Peer Review panel of 6 to 8 5.Interviews with church congregations whom have experienced similar changes and growth have been conducted to learn from their experience and “test” proposed model

Board Role: vision and oversight of Calvary’s direction Six to eight elected from congregation membership Elected yearly at Congregational Meeting on rotating 3 year term Terms cannot be consecutive to encourage new energy and ideas Board reports to the congregation and directs Staff and Team Leads on goals and objectives Board chooses number and makeup of Team Leads Annual self review for effectiveness

Senior Staff and Team Leads Role: Working with committees to carry out Board vision and strategy Staff and Team Leads will have areas of expertise and responsibly within the functional areas of the Church Recognition that staff and Team Lead skills may be with either ministry activities or organizational activities – but not likely both Staff and team leads will be energizing committees within their area of responsibility Staff may take a significant organizational role with-in the team lead organization to best balance volunteer Team Leaders commitment

Congregation and Community Role: grow spiritually and in number through programs and involvement Receive the benefit of the programs Be active on committees and grow in faith and Christ- centered leadership Reach out to the community locally and around the World…

Current Draft Proposal Pros Elected Board of Elders separate from committee activities Board could focus on higher level issues and vision while committees were empowered to manage the details Ministry staff and Team Leads are used as a “point of contact and responsibility” to communicate and put into action the decisions of the Board Recognition that the “spiritual visioning” and “operational” thinking is often done by different (but equally valuable) members of the congregation Core activity of the Church should be: 1.Welcoming new members 2.Growing people in faith 3.Equipping and sending out new leaders The resources and facilities of the Church should be used to support programs (not vise-versa)

Current Draft Proposal Cons Linkage between Board, committees and congregation – strong communication and staff empowerment is key. Burden on staff and Team Leads to be involved in day-to- day affairs. Does this imply more or different paid staff?
