Sacramento Budget Update Current budget gap is $41 billion through FY10 – Stalemate over revenue increases Reports indicate a deal is imminent – Budget deal could extend through FY09/10 Current proposals do not affect Proposition 49 – Republican plan to cut ASES was dead on arrival – Democratic plan limited to retrieving unspent funds Categorical spending flexibility excludes ASES – Only a voter mandate can re-direct ASES funds for other purposes

4. American Recovery and Reinvestment Act of 2009 Passed House on January 28, facing challenges in Senate, could go to President as soon as February 13 Items that could fiscally benefit after-school – $13 billion for Title I – $726 million to expand Afterschool Supper Program – $79 billion for State Stabilization Fund (61% for education) Items that could align with after-school needs – $16 billion for school modernization (could link to expanded community use) – $160 million for additional AmeriCorps and VISTAs

5. Weekend Expenditures Update Governor Vetoed SB 1674 on September 30, 2008 After-school advocates met with Governor’s office to garner support for administrative remedy Network Policy Committee Co-Chairs met with Gordon Jackson to seek his help with remedy Gordon Jackson rejected administrative solution Network Policy Committee has submitted letter regretting this decision Advocates have raised the issue to Deputy Superintendent Assemblymember Nancy Skinner will author bill if necessary to re-introduce language

6. Alignment of Proposition 49 with Proposition 98 Proposition 49 contains protections that make it less vulnerable to cuts than Proposition 98 This was used to justify attempts to target 49 Governor proposed language to align 49 with 98 so both would suffer proportional cuts After-school advocates supported this proposal as an alternative to legislative discretion over 49 Advocates have been encouraged to promote this initiative in 2009

7. Pending 21 st CCLC Bill Proposes to make changes to 21 st CCLC rules when additional federal funds are allocated – Raise daily rate to $10 per student/per day – Raise grant caps commensurately ($150K/$200K) – $20 per student/per day for summer programs operating at least six hours per day – 65% of new funds earmarked for elementary/middle, 35% for high school – Eliminate family literacy and access grants (existing grantees would complete 5-year term) – Transportation supplements, on a sliding scale, for programs serving less than 55 per day.

8. LCAP Recommendations to After School Policy/Evaluation Office LCAP has shared policy agenda developed by membership with CDE administrators – Allocate site coordinator salaries as direct service – Factor transfers and allowances into adjustments – Grant extensions to reconcile fiscal year close-out – Update and disseminate fiscal management guide – Clarify that intent language is not a mandate All LCAP Members are encouraged to lend their names to the letter

9. Quality After-School Partnerships Project LCAP has been granted $75,000 from the Packard Foundation to implement the QASPP – 14 diverse partnership models will be researched – A best practices guidebook will be developed – A database of after-school community partners will be created LCAP will offer a strand of six workshops at the BOOST Conference to showcase best practices – Quality Partnership Award will be presented at BOOST Pilar O’Cadiz will serve as principal researcher, and Perry Chen will assist in data coordination

10. Outreach to Elected Officials After-school champions are in short supply Term limits require continual outreach LCAP will coordinate with other after-school advocates to sponsor outreach efforts – California Afterschool Challenge in May, 2009 – Lights On! Afterschool Week in October, 2009 LCAP will work with members to pre-screen sites and schedule visits for district staff
