4. Scope This exercise focuses on notification, coordination and command and control issues associated with a HazMat incident in Alaska.

5. Objectives  Demonstrate the ability to direct, coordinate, and control emergency activities using the Incident Command System (ICS).  Demonstrate the ability to alert, mobilize, and activate personnel for emergency response and maintain operations until the situation is brought under control.  Demonstrate the ability to mobilize, track, and demobilize equipment, people, and other resources in support of emergency operations.

6. Objectives  Develop and maintain coordinated action plans to accomplish operational objectives.  Identify and implement appropriate actions to protect emergency workers and the public.  Coordinate and disseminate timely and accurate information to the media.

7. Exercise Process  This is an open, low-stress, no-fault environment  Respond based on your knowledge of current plans and capabilities  Decisions are not precedent setting and may not reflect your organization’s final position on a given issue.

8. How to Play in a TTX Players respond to the situation presented, based on knowledge of response procedures, current plans, and insights from training. The facilitator will present the situation. The information presented is supplemented in the players’ Situation Manual. Players will engage in a discussion of appropriate response actions and issues that arise from the scenario at hand.

10. MODULE ONE

11. Fresh Seafoods Cannery is located in [TOWN NAME], along the [BODY OF WATER NAME]. The cannery has been operating for almost twenty years and employs 240 workers.

12. At approximately 10:00 a.m., a forklift driver at the cannery accidentally hits a 5,000-gallon tank of anhydrous ammonia. The forklift punches a hole in the 20-year-old tank, and the toxic chemical begins spilling out.

13. Its raining lightly with southeastern winds at 20 Knots. The location of the leak is less than 100 yards from the [BODY OF WATER NAME]. Workers in the plant immediately notify their supervisors, who call local responders.

15. The cannery supervisor notifies the Alaska Department of Environmental Conservation (ADEC) and the United States Coast Guard (USCG) of the leak.

16. Workers are unable to determine the exact amount of chemical that has leaked from the tank. They are afraid that the chemical will run downhill into [BODY OF WATER].

17. MODULE TWO

18. Local emergency responders arrive and a perimeter is established. Additional units from other communities in the borough are on their way to the scene.

19. Several cannery workers who have been attempting to control the leak are complaining of itchy eyes and skin, and sore throats.

20. The nearest available HazMat response team is called to the scene.

22. Reporters from local media outlets have called repeatedly looking for their news broadcasts.

23. MODULE THREE

24. The wind is blowing at 25 knots and the fumes from the released anhydrous ammonia are spreading as the rain ends. Responders fear that the toxic cloud could reach populated areas.

25. A television camera crew is seeking access to the scene to take footage for their evening news broadcast.

26. Area clinics and hospitals are receiving workers from the cannery complaining of respiratory difficulties. Local residents are calling for information on the emergency.

27. The HazMat team is working to stop the leak and contain the spill.

28. The cannery supervisor and a representative from Fresh Seafoods have both inquired about how soon workers can be recalled to the plant.
