2. Planning Do you have an implementation plan for the University? Who are the stakeholders in this project? Who has responsibility for the plan? Do you need one central University plan, College/School/Departmental plan, or all of these? How will the plans be managed? Do your plans have a realistic risk register?

3. Changing Culture What changes need to happen within your University to enable compliance with the REF Open Access Requirements? How will you manage deposit on acceptance in practice? Are you planning on offering mediated deposit or are you expecting researchers to look after their own publications? Who do you need to influence in the University to make the necessary changes happen? What is the University’s current approach to managing change? How can you maintain positive messages about Open Access (to stop it becoming a meaningless administrative task)? What obstacles are you likely to face over the coming months?

4. Staffing How many staff will you need? Will new jobs need to be created, or can existing staff carry out the work? What will be the cost of resourcing this work (either new or existing staff)? What grades will the staff need to be? What department(s) will the staff need to work in? What training will the staff need? How will you recruit for these roles? Do you want permanent or fixed-term contracts? If you are using existing resource, will other work need to stop?

5. Communications Do you have a communications plan for this project? What media will you use to convey new messages about Open Access and REF? What emails need to be sent, when and to whom? How can you keep the communications as simple as possible?
