2 Slide 2 WGISS CEOS WGISS 21, Budapest 8-12 May 2006 GEO CEOS Plenary largely focused on the CEOS potential role in GEO. GEO Secretariat Director, Pr José Achache present GEO Secretariat : –Current status of GEO and plan on how GEO should be organized in the coming months / years. –CEOS should contribute to GEO but: CEOS activities executed on a good will basis while GEO tasks require strong commitment from the GEO members and participating organisations. CEOS must identify more precisely the CEOS agencies / organisations responsible for the successful completions of individual tasks Agreement between CEOS and GEO is a very good news. –Executions of a subset of the GEO 2006 Work Plan tasks will be delegated to CEOS then to the various bodies composing CEOS incl. the WGs (WGISS, WGCV, WGEdu). –Strict monitoring by CEOS SIT. If some tasks are further delegated to WGISS by CEOS SIT  obligation to succeed.

WGISS Report presented by WGISS Chair, John Faundeen (USGS) –Presentation of current structure of WGISS. –WGISS accomplishments: impressive list of all the activities performed in 2005 by the various sub-groups and tasks teams (e.g. IDN, Catalogue Interoperability, Web Services, WTFs (EO Data Portal, Core Site with WGCV, CEOP,..). –Numerous outreach activities noticed by the audience. –Pr John Townshend has appreciated very much the WGISS response to the Plenary 17 action on Data Utilization. –Reporting on GEO related activities to show WGISS willingness to participate to the implementation of GEOSS. Following report, all statements from CEOS Principals have been very positive. WGISS report has been very well welcome and has demonstrated that WGISS is a serious, competent, professional and pro-active group that is eager to support GEO.

6 Slide 6 WGISS CEOS WGISS 21, Budapest 8-12 May 2006 SIT meetings Mainly: –SIT meeting during CEOS Plenary week (London, Nov. 2005) –SIT meeting dedicated to GEO (WMO, Geneva - Dec. 16, 2005) –CEOS SIT-18 (ESRIN, Frascati - Mar. 21 & 22, 2005) –Several teleconferences

7 Slide 7 WGISS CEOS WGISS 21, Budapest 8-12 May 2006 CEOS/SIT 2006 Work Plan At CEOS Plenary in London, Nov 15-16, the following SIT Work Plan was approved: –Short-term (weeks to months) Task A – CEOS Response to GEO 2006 Work Plan –Mid-term (months to year) Task B – Development of a comprehensive report to COP-12 “The CEOS Response to the GCOS Implementation Plan” = CL-06-02 –Long-term (one to several years) Task C – Overall CEOS Implementation Plan and framework for GEOSS  WE-06-02, AR-06-09 and AR-06-10 Task A content will be refined at a meeting on Dec 16 CEOS members commitments will be consolidated at a SIT meeting on 20-21 March 2006 at ESRIN in Frascati, and communicated to GEO Secretariat thereafter.

8 Slide 8 WGISS CEOS WGISS 21, Budapest 8-12 May 2006 CEOS Contribution to GEO 2006 Work Plan Attendance to CEOS SIT “GEO” meeting: CEOS SIT and GEO SEC Preliminary analysis of the 96 tasks conducted by SIT Chair and CEOS WG chairs. Review of the CEOS Preliminary list for contribution –CEOS members and WGs have various roles to play in many tasks, from contributing expertise to supporting demo projects. Agreement on the GEO 2006 WP tasks supported by CEOS –CEOS/SIT is ready to take the leadership in 4 tasks and to contribute to 8 other tasks. Became resp. 3 and 9 after GEO Architecture & Data Committee meeting. –WGISS listed as contributor to 9 tasks: DI-06-01, WA-06-05, WA-06-06, WA-06-07, EC-06-06, AG-06-04, CL-06-03, CL-06-05 and US-06-03 –Several other tasks identified as potential role but no agreement with GEO SEC. –CEOS Task Forms filled and sent to GEO end of Jan. 2006.

9 Slide 9 WGISS CEOS WGISS 21, Budapest 8-12 May 2006 Other topics SIT Dec 16 meeting (1/2) Role of WGs: –WGs of CEOS have an important role to play in many of the tasks. –Recommendations 1.the WGs should focus their efforts where they are most appropriate, and avoid overstretching resources 2.any responsibility within a task assigned to a WG should be assigned to a specific agency within the group, supported by the WG of course, but with clear responsibility for the action as a lead agency

11 Slide 11 WGISS CEOS WGISS 21, Budapest 8-12 May 2006 CEOS SIT-18 “CEOS Implementation Plan for space-based observations for GEOSS” –Creation of a Task Force for producing the Plan CEOS Support to GEO GCOS –CEOS response to the GCOS "Systematic Observation Requirements for Satellite-based Products for Climate ". –Contributions from all WGs mentioned Constellation Concepts –Synergies where agency programmes can also contribute to satisfying the GEOSS requirements. –Definition of Virtual Satellite Constellations e.g. VSC on Climate WGs reorganization Future Activities of WGs to better support the future CEOS Implementation Plan. –Critical analysis of WGs organizations ( CEOS SIT action lead Ron Birk, NASA )
