10. Insurgency – a form of rebellion in which a dissident faction instigates the commission of acts of civil disobedience, sabotage, and terrorism. Internal Security - is the act of keeping peace within the borders of a sovereign state or other self- governing territories. Internal Security Operations (ISO) - activities designed to preserve internal security against insurgents, secessionist and terrorist. 10 DEFINITION OF TERMS

11.  RA 6975 (DILG Act of 1990) - mandated the DILG with the PRIMARY ROLE of preserving Internal Security Operations (ISO).  RA 8551 (The PNP Reform Act of 1998) - transferred the LEAD ROLE in preserving internal security from DILG to AFP.  EO 546 - mandated the PNP to undertake ACTIVE SUPPORT role to the AFP in ISO. 11 B A C K G R O U N D

14.  The PNP shall continue its regular law enforcement functions.  PNP units may either operate as part of a joint AFP-PNP force or as a single force.  The PNP SAF shall be deployed where and when the prevailing situation so deems it necessary. 14

15. 15  Shift in strategy from security operation to law enforcement.  The strategy requires integrated law enforcement operations, synergy of action and inter-operability among and between PNP and AFP units. It entails treating targets as violators of the law.
