5 Background  Approximately ninety (90) percent of Guyana’s population resides in localities below sea level  The country’s vulnerability to flooding is exacerbated by :  its vast network of natural watercourses  linear development and  development of communities around seaports and coastal areas and coastal areas  Comprehensive disaster risk reduction strategies have not been developed and..

6 Disaster management not a priority / strategic development issue Risk of inimical impacts on persons and property due to flooding are unacceptable - 2005 floods losses > G$90 Billion Government of Guyana is mobilizing to embark upon National Disaster Capacity Building Lead Agency - Civil Defense Commission (CDC) Already, five (5) key areas have been identified that once addressed, will strengthen the country’s disaster management capacity

12 Objective To improve Guyana’s disaster management capacity by:  Strengthening institutional capability for disaster management at the national level  Building institutional capacity for risk reduction at the national level  Promoting disaster awareness and "preventative thinking" (through public education and awareness programs)  Building local capacity (assess risk and identify mitigation measures) and  Implementing vulnerability reduction & mitigation measures and manage emergencies at the local level

Development of National Mitigation Strategy Responsibility of the CDC Work closely with Technical Agencies Mitigation Information System:  set up an information management system  acquire and install suitable hardware and software Develop a resettlement policy Mitigation Studies  watershed vulnerability  Develop / revise national building codes. Expert Technical Assistance - vulnerability analyses

Building Public Awareness re: Risk Management -Part of daily life and culture Facilitated through the Public Relations Division in collaboration with other ministries Facilitated through the Public Relations Division in collaboration with other ministries -Disaster Awareness into Formal Education -Strengthening Disaster Knowledge in the Communications Media -Public Awareness Program
