Context Local authorities face –Increasing expectations about services at the same time as growing constraints on resources –Increasing regime of targets and inspection –Competition from others public and private to take on the authority role –A government wanting results felt by the citizen but less concerned with who delivers them –Pace of change is faster and the pressure for results quicker Loss of control = Stress!
