2 22 Northeast: Clear Policy Direction, Challenging Path For the most part, states have spoken Concern over climate, environment Desire for local economic growth, foothold in clean energy economy Energy/environmental goals are captured in energy policy RGGI, support for federal climate legislation Aggressive efficiency, demand response Renewable portfolio standards Net metering, support for small-scale renewables And… Push for grid-scale wind and other renewables But how do we get there?

3 33 Governors’ Renewable Energy Initiative History NEGC and NEGC/ECP resolutions going back to 2008 Pursuit of region’s wind and other renewable energy resources Coordinated effort; work within region’s wholesale power market structure Look to in-region resources, and for those of Eastern Canada Actions Deliberations among NE energy officials Letters to congress on national transmission policy (more later…) Analysis (ISO) and policy studies (NESCOE/NEGC) – quantify renewable potential, address procurement and siting issues Conclusions Northeast: vast quantity of untapped renewable potential (on/offshore) Can meet RPS, potentially export IMPORTANT: transmission, long-term financing with credit-worthy entities

4 44 Pursuit of Policy Structure Amidst Active Market Interest… Procurement Working Group Report to New England Governors, July 2010 Reviewed siting policy coordination Considered, developed long-term contract structures, T&C Identified procurement and siting coordination opportunities Seeking input, continuing work towards regional solicitation …But developers are not waiting In-state large-scale renewable development and contracts Cape Wind, Rhode Island, Maine offshore Hydro Quebec – Northeast Utilities – NSTAR Other regional consortia Time not of the essence? Weak outlook for demand, prices; pass-thru of state projects

5 55 But… Don’t Lose Sight of National Debate Federal Transmission Buildout Efforts National Interest Transmission: idea captured in draft legislation PLAN to identify “national interest” transmission projects (to move wind) SITE transmission through eminent domain, backstop siting (FERC) CHARGE “receiving” ratepayers for cost of transmission Losing steam?... FERC: Moving ahead to review under existing authority Transmission planning to meet policy goals (intermittent resources) Cost allocation – allocate costs to beneficiaries Address multi-regional transmission lines Eastern Interconnect Planning Effort Interstate Compact(s)?

6 66 What Does This All Mean For The Northeast? Continue to review development options and mechanisms Pursue regional planning/procurement idea, with input from industry, stakeholders Participate actively in national debate Eastern Interconnect Planning, regional analysis, FERC proceedings, legislative debate, interstate compact discussions Coordinate Coordinate Coordinate On resource development planning On joint power procurement opportunities On ways to get renewables that maintain the integrity of wholesale market On ways to coordinate siting review for interstate transmission On controlling the direction of the national debate
