4 U.S. Department of Transportation Research and Innovative Technology Administration BTS Specific Freight Provisions MAP-21 Sec. 6303. Intermodal transportation database “…the Director shall establish and maintain a transportation database for all modes of transportation.” (c) Contents - The database established under this section shall include – (1) “information on the volumes and patterns of movement of goods…;” (2) “information on the volumes and patterns of movement of people…” (3) “Information on the location and connectivity of transportation facilities and services;”
5
5 U.S. Department of Transportation Research and Innovative Technology Administration Existing Freight Data Products BTS freight data □ Commodity Flow Survey (CFS) □ TransBorder Freight Data □ Airline T100 Market and Segment Data □ Transportation Services Index (freight) Additional freight data sources □ Waterborne Commerce of the United States – USACE □ Rail Carload Waybill Sample – STB □ Petroleum Imports/Exports & Movements – EIA □ Freight Analysis Framework (FAF) – FHWA

7
7 U.S. Department of Transportation Research and Innovative Technology Administration What is it? A database of freight transportation facilities and their intermodal connections. Provides information on facility type, facility name, physical address, spatial location and existence of intermodal connections.
8
8 U.S. Department of Transportation Research and Innovative Technology Administration Initial Questions What type of facilities should be included? □ Airports, rail terminals, ports and waterway facilities, trucking terminals, warehouses, distribution centers and pipeline terminals To what degree of specificity? Assessing connectivity (what constitutes connectivity?) Measuring connectivity (proximity of connections) How frequently should the database be updated?
9
9 U.S. Department of Transportation Research and Innovative Technology Administration Approach Types of Facilities □ Waterway facilities – Dock level □ Airports – FAA’s cargo service airports and airports reporting 100 or more revenue tons of freight □ Rail – All freight rail terminals □ Pipeline – Pipeline terminals and refineries □ Warehouses and truck terminals Connectivity - An intermodal connection exists at a freight facility/terminal: □ If two or more modes of transportation meet to interchange freight, either directly or through intermediate storage. Proximity - A connection exists between modes if □ They serve the same facility/terminal, or □ Serve facilities within a one mile radius
10
10 U.S. Department of Transportation Research and Innovative Technology Administration Data Sources Bureau of Transportation’s National Transportation Atlas Database - contains physical and spatial information on transportation facilities and intermodal connectors. US Army Corp of Engineers Port Facilities Data Table - contains a list of all facility types that may be reported as the origin or destination of commercial waterborne conveyances. Federal Aviation Administration All Cargo Airports and Public Use Airports Dataset FHWA’s National Highway System (NHS) Intermodal Connector Data – contains data on intermodal transportation facilities and connections to the NHS Oak Ridge National Laboratory Intermodal Terminals Dataset MapSearch Commercial Dataset of Pipeline Terminals
11
11 U.S. Department of Transportation Research and Innovative Technology Administration Challenges Matching records from multiple data sources Missing information (addresses, latitude/longitude) Identifying connectors Minimizing duplication
