Who - Authorized How - Right Input for Right Output Why - Why Do You Need This Authorization is RIGHT TO KNOW AND NEED TO KNOW- BOTH Only authorized users for business purposes Give the right input information to get the correct search and the correct information for your investigation (Name/rank/horsepower) You need this to do your job, nothing personal here, none, nothing, nada, zip, etc.

4 Verifying Information
Just because you got it does not mean it is current or accurate. Cross reference information and Always verify information received via computer queries. Verification is checking with the originating agency to further confirm it is right person or property and that it/they are still wanted before seizing the property or arresting the person. You have civil and criminal liability for not accurately confirming computer information-----check out page 2-8 for additional information on verification (of warrants through WPS) PAGE 1-10 FOR EXAMPLES OF PROPER AND IMPROPER VERIFICATION --- AGE HEIGHT WEIGHT RACE HAIR EYES TATTOOS SCAR ETC.

5 Using Information Criminal History? Wanted Information?
Stolen Property or Vehicles? CHS- can’t release local or state information. No personal use- checking your new BF/GF/Housekeeper/Neighbor/ etc. Could you tell the local motel clerk about a warrant for one of the registered tenants? Need to Know? How Much Property– Citizen asks you to check a television she just purchased at a “discount” warehouse to make sure it is not stolen

6 Unauthorized Access Crime to unlawfully use information
Requirements for authorized release of information – CORI Penalties for unauthorized release - CORI Giving unauthorized persons information Getting it correctly and using it improperly Selling/giving/possessing information CORI “CRIMINAL OFFENDER RECORD INFORMATION” Refers to records and data compiled by CJ agencies used to ID criminal offenders CRIMINAL PROSECUTION, CIVIL PENALTIES, AND JOB RELATED DISCIPLINARY ACTION NEED TO KNOW AND RIGHT TO KNOW PERIOD. NO OTHER QUALIFIERS MOST ARE FELONIES FOR ACCESS/ALTERATION/DISTRUCTION.

8 CORI Criminal Offender Record Information
Contains---name(s), DOB, physical, fingerprints, photographs, arrests, criminal history, disposition of charges, sentencing, jail time, parole/probation, and release date(s) Need to Know and Right to Know Can you check your own records? How? Yes and by submitting the request officially to DOJ with fingerprints and filing fees. You cannot just run yourself to check the record.

Can not provide related information to others without this caveat Misdemeanor to do so (PC , ) Security Unit of DOJ monitors system and investigates complaints Page 1-22/23 of workbook gives full explanation of these sections. Pge 1-25 gives examples of proper and improper use

10 Bottom Line? You must know the requirements for access and entry into the appropriate DOJ information systems and databases available on the CLETS network to perform your duties, for your safety, and the safety of others. Check and study pages 1-26, 27, 28 for specific requirements and limitations

11 How do you get the Info? Making an inquiry- what information do you need to have to access the records? Name, Sex, DOB or age. Helpful to have SS#, OLN, FBI, DOC, or CYA #’s to help narrow the search

THESE ARE MINIMUMS. CDL IS ALWAYS HELPFUL ART- article code CAT- category code BRA- brand code CCC city, county code

Two Types of Firearms Records Inquiries (LE) Automated Firearms- Serial Number with or without make or caliber (Historical) Name and DOB/Age or Serial number as for LE records

DMV- Drivers Licensing and Vehicle Registration Information Driver Information- access with either OLN or Last/First/MI, DOB or age, and first 3 numbers of address Vehicle Information- owner name and DOB for vehicles registered to a person or by License # or V.I.N. (17 digits) CDL by name– first name must be exact spelling while last name is soundex
