2 AMERICANS WITH DISABILITIES ACT (ADA) REQUIRES THAT “PERSONS WITH DISABILITIES ARE TO BE PROVIDED ACCOMMODATIONS AND ACCESS EQUAL TO, OR SIMILAR TO, THAT AVAILABLE TO THE GENERAL PUBLIC. ALTERATIONS TO HISTORIC PROPERTIES OUGHT TO BE IN FULL COMPLIANCE WITH THE ALTERATION STANDARDS FOR OTHER TYPES OF BUILDINGS. ALTERATIONS REQUIRE REVIEW BY THE APPROPRIATE LOCAL OR STATE ACCESS BOARD (STATE FIRE MARSHALL’S OFFICE).

PUBLIC ASSEMBLY SPACES IN HISTORIC STRUCTURES MUST MEET THE MINIMUM STANDARDS REQUIRED BY THE ADA TO THE MAXIMUM EXTENT FEASIBLE.

4 MINIMUM STANDARDS REQUIRED BY THE AMERICANS WITH DISABILITIES ACT (ADA) FOR HISTORIC STRUCTURES ACCESSIBLE ROUTE FROM A DESGINATED PARKING SPOT TO AN ACCESSIBLE ENTRANCE AN ACCESSIBLE INTERIOR ROUTE FROM THE ENTRANCE TO PUBLIC SPACES ON THE LEVEL OF THE ENTRANCE. AN ACCESSIBLE ENTRANCE. AT LEAST 1 ACCESSIBLE UNISEX TOILET ROOM COMPLY WITH STANDARDS FOR SIGNAGE, DISPLAYS, DOOR HARDWARE, WATER FOUNTAINS, SYSTEM CONTROLS, EXHIBITS, ETC.

6 ASSESSED USING INTERNATIONAL BUILDING CODE AND NATIONAL FIRE PROTECTION AGENCY PUBLICATIONS Doors do not meet hardware and egress requirements. The stairs do not meet the handrail, guardrail, and riser/tread requirements for existing egress stairs. The electrical system does not have safety features like ground fault interrupters and hardwired smoke detectors.

7 There are no hardwired-smoke detectors, heat detectors, carbon monoxide detectors, a sprinkler system or lightning protection. There is no fire separation between the boiler and oil tank enclosures and the remaining spaces. The fire escape is rusted and of insufficient design to serve as a second means of egress. In addition, the egress path of the fire escape passes several windows, which pose a significant threat to anyone using the fire escape.

9 A new addition would be needed to achieve the goal of providing such access and could also be used to replace the non-Code compliant fire escape now serving the existing building. Such an addition would have to be structurally separate due to the fact that the present building uses unreinforced masonry as its lateral load resisting system which is prohibited in new construction of the type needed for this (egress) addition.
