17 In the absence of competent scientific evidence, an action or policy which has a suspected risk of causing harm to the public or to the environment requires that the burden of proof falls on those undertaking the action or policy. Simply stated, in the face of scientific uncertainty, when a potentially serious harm is likely to occur, policymakers should make discretionary decisions to prohibit the proposed conduct or activity. Once proof of a lack of harm is established, the prohibition may be lifted. “The Precautionary Principle”
