Entity wide statements do not adopt a budget. –State law prohibits a local government from making an appropriation in excess of the estimated expendable revenue for the budget period. Estimated Expendable Revenue = Estimated Revenue + Net Position Money Available to Spend – Required Reserve (usually 5% of total revenue from last completed fiscal year).
