3. 3 The TPB Process: A Condition for Federal Funding All regionally significant transportation projects must be included in the CLRP and the TIP in order to receive federal funding.

4. 4 Two Key Federal Requirements l Financial constraint — The CLRP & TIP may only include projects that can be “reasonably anticipated” to be funded. l Emissions impacts — The CLRP & TIP must meet the limits established in the region’s air quality improvement plan. This is called a “conformity finding.”

5. 5 How often is the CLRP updated? Federal law requires a comprehensive update every three years (The “Triennial Update”). This update includes a comprehensive financial analysis. In practice, the CLRP is usually amended every year.

6. 6 CLRP Development in Recent Years – 2000-2002 2000 – Triennial Update – Big focus on the regional financial shortfall – “A System in Crisis” 2001 – Amendments delayed because of air quality conformity issues 2002 – Amendments approved after conformity issues resolved.

7. 7 CLRP Development in Recent Years – 2003-2006 2003 – Triennial Update – Sparked interest in short-term financial problems, particularly for Metro. (“Time to Act” study) 2004 – Amendment process dominated by the Intercounty Connector. 2005 – Proposed amendments include Beltway HOT lanes in Virginia. 2006 – Triennial Update is scheduled.

8. 8 Funding Situation Long-term funding available: $93.3 billion, 2004-2030 (2003 CLRP) $3.6 billion per year Short-term shortfall: $13.2 billion, 2004-2010 (“Time to Act” study) Long-term shortfall (most recent estimate): At least $1.74 billion per year (2000 CLRP and System in Crisis campaign)

11. 11 2005 CLRP Schedule Feb 10 – Mar 12 – Public comment period on whether project submissions should be included air quality conformity analysis. Mar 16 – Approval of projects submissions for inclusion in the air quality conformity analysis. July 20 – Sept 9 – Public comment period on proposed 2005 CLRP, TIP and draft conformity determination. Sept 21 – Approval of CLRP, TIP and conformity determination.

12. 12 NEXT YEAR: 2006 CLRP Triennial Update Expected to follow a schedule similar to past years. Will include a comprehensive financial analysis. Project inputs for next year’s update will be developed this year by the region’s transportation implementing agencies: DOTs, WMATA, local agencies, etc.

13. 13 Issues to think about… 1.The CLRP represents a prioritization process: Some projects get chosen; others are left out for various reasons. What projects should be in the CLRP?
