3. Dept. of State Health Services (DSHS) proposed $134 million cut to mental health services & $3.8 million cut to substance abuse treatment. Texas Dept. of Criminal Justice also proposed cuts to residential and community- based substance abuse treatment programs of more than $47 million & $4 million cut to services for special needs offenders. 2
