Hart’s Opinion – Common Data Format We support a Common Data Format for Elections 1.Ease of Integration with VR, electronic pollbooks, reporting tools, etc. 2.Potential for test cost reduction 3.Potential for a component certification process We support OASIS EML as the basis for CDF –Build on good work, don’t reinvent

Use CDF as a Carrot, Not a Stick Forced standards can be costly –Another requirement means added cost – at least at first –Adds barriers to entry, and reduces innovation Policy should help adoption speed –Idea: Actively fund VSTL development of automated tests for CDF-based products –Will help make vendor support a competitive advantage rather than yet another cost
