1
Transition to WBL:The Colorado Experience JENNIFER OPILA COLORADO RADIATION PROGRAM MANAGER
2
Overview Went live March 2014 At the same time went paperless Use the NRC version First state to fully implement-Received “Best Practice” at 2014 IMPEP
3
Why we did it Outdated data capabilities Unable to get IT support to develop new data base Desire to go paperless No need to “reinvent the wheel”
4
Transition timeline Worked on LTS transition off and on in 2012 Decision to go to WBL-January 2013 NRC mapping of data-May-June 2013 NRC import of data-August 2013 CO entry of missing data into WBL September 2013-March 2014 CO development of internal procedures January-March 2014 Went live March 3, 2014
5
How we did it-three crucial steps NRC mapping and data input CO entry of missing data Development of internal procedures
6
NRC mapping and data input Provided Access database to NRC NRC “mapped” database NRC used map to import data to WBL Time?
7
CO entry of missing data System had simple record for each licensee Missing required information Hired temporary employee-retired license reviewer Temporary entered in info from current license and last inspection 6 months of full time work More efficient doing it all at once
8
Development of internal procedures NRC procedures weren’t enough Also transitioned to paperless Opportunity to improve business processes 3 months-ongoing
9
What we’ve achieved Completely paperless Reduction in administrative work by 50% of FTE Gained efficiency Increased data capabilities Increased customer service
10
Increased Database Capabilities OLD COLORADO DATABASE One Licensee Contact Info RSO Name One Licensee Fee Category WBL Multiple Licensee Contacts All RSO Contact Info Primary and Secondary Fee Categories Authorized Materials Authorized Users Workflow tracking Electronic filing History of licensing actions and inspections
11
WBL Common Misconceptions MisconceptionTruth Transition to WBL requires a lot of State IT supportNRC provided almost all of the IT support States can’t use WBL with other systemsAll data can be exported to Excel for use in other systems States can’t customize WBLLimited customization can occur States have no input into WBL functionalityCO is on the change committee
12
Challenges/Opportunities- Transitioning more states The more states that use the system, the more effective it will be NRC capacity to transition states is unclear
13
Challenges/Opportunities- IMPEP IMPEP needs to be brought into the electronic age Training on WBL for IMPEP team members Access for IMPEP members Also needed if state is using another type of electronic database
14
A BIG THANK YOU!
